If you base the phrase on Homura, it sounds heroic, and awesome. Definitely something that would make sense for a winning final battle. But... that's the thing. Homura DOESN'T win. She never did, thus...
If you see the name in the Walpurgis's perspective, it's terrifying and hopeless. No matter how many times Homura tries, she will never kill the Walpurgisnacht. The theme itself sounds like hopeless and empty "heroicness" and a very sad tone to it. So it works in the Walpurgisnacht's perspective. It's a taunting way of saying "No matter how many times you try, you'll always fail"
