because todo believed that perhaps, momo, never showed attraction to him. so displaying him as a girl and her easily believing him, would technically mean "oh, you're a girl? ah, that's ok !!! we're friends after all:))" and that would be a bad thing for him, or maybe she's bi. pfft, who knows.
