23- The Secretary of State (E)

Thea looked around the quinjet awkwardly, not wanting to make eye contact with the Secretary. Sighing out, Thea cleared her throat, causing the Secretary to look right at her.

"So... um... " Thea clicked her tongue unknowingly. "How's the government?" she asked the Secretary. Thea internally cursed herself over this question. Really? How's the government? You might as well have asked how the world is doing, Thea thought.

The Secretary of State glanced back at Thea, his gray eyebrows furrowing. "It's-uh-doing just fine." He said.

Thea slapped her legs quietly, in order to stop the awkward silence from spreading. Her head whipped around to Tony as she heard a light chuckle come from him. Thea rolled her eyes at Tony and then smiled to herself maliciously.

Silently, Thea formed her powers in her ungloved hands. Purple mist seeping out of her fingertips like water in a towel. She smirked as the Secretary looked shocked at this. His eyes were wide in fear as Thea's powers reached past him. Her powers wrapped themselves quietly around a manual next to Tony. With one fierce move, Thea threw the manual at Tony.

Tony was not amused by this; his screech of pain as it hit being an indicator. He quickly whipped his head around to glare at Thea. "Not cool kid." He said.

Thea smiled widely in response.

The new estate was gigantic; bigger than the old Avengers Tower. Surrounding the estate was rolling hills and a wall of trees. This allowed it to be much quieter, rather than the bustling noise of the city surrounding it.

The quinjet landed down silently on a landing strip, the hatch opened causing fresh air to pour through. Tony, the Secretary, and Thea all walked out and towards the entrance to the building. Inside the entire team was waiting for them in a meeting room.

Thea smiled at everyone, her eyes scanning the room for all the familiar faces she saw. Bruce and Thor were absent from this meeting. Thea frowned at this; the last time she saw everyone was during the Battle of Sokovia.

In her peripheral vision, Thea saw Tony pulled out a chair in the corner of the room and sit down silently in it. She took a deep breath and pulled out a chair right by Wanda and sat down.

The Secretary was standing idly by, waiting for the team to be ready. He sighed and said in his slightly raspy voice, "Five years ago, I had a heart attack." He lifted up his arms in a golfing swing. "I dropped right in the middle of my backswing." The entire table was silent as he went on saying, "Turns out it was the best round of my life because after 13 hours of surgery and a triple bypass... I found something 40 years in the army never taught me. Perspective."

Half of the table lit up in interest, namely those who were in the army. Rhodey perked up in interest. But Thea remained unfazed.

The Secretary stood silently for a moment before he continued, "The world owes the Avengers an unplayable debt." He shook his head while saying, "You have fought for us, protected us, risked your lives. But while a great many people see you as heroes, there are some... " He paused and looked directly at Thea, her expression serious. "Who would prefer the word 'vigilantes'."

Natasha noticed the gaze of the Secretary on Thea and quickly added, "What word would you use Mr. Secretary?"

He never hesitated as he said, "How about 'dangerous'." His gaze stayed on Wanda and Thea.

Thea scoffed at his comment and clenched her teeth. Wanda, who was emotionless during this speech, now had a look of disbelief on her face.

Secretary looked away from the pair and back at the entire team, "What would you call a group of US-based, enhanced individuals, who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seemed unconcerned about what they leave behind?" Secretary Ross walked around to the side of the large meeting table, allowing a screen to appear.

Thea closed her eyes tightly, her fists clenched. She opened them slowly to see a map on the screen. The map zoomed in to show a picture of New York's streets.

Ross sighed, "New York." His hands held behind his back as he watched not the videos playing, but rather the reaction of the team.

The map quickly turned into a video of 2012 with the chitauri everywhere and a leviathan wreaking havoc to the buildings. The video showed the Hulk jumping from building to building and the military desperately trying to help. Gunfire rained down on the enemies as civilians tried to flee, but some were left screaming instead.

Thea hissed out quietly as the next video that appeared was one of her. A video she had seen too many times already. A video that made her doubt herself and her control. It was the video taken of her after the battle when she thought Tony was gone forever.

The camera zoomed in on Thea in a lone intersection looking up to the sky. The camera panned upwards to see the portal closing and then panned back down to her. It zoomed back in at Thea right as she slumped on her knees. Purple mist began to flow out of her hands and surround her body. Thea's hands flew up to grip her head and a deafening scream could be heard over the speakers. Soon the purple powers flew around her at a high rate. The last thing seen from the video was the purple mist rapidly approaching the camera. In the background, Thea was faintly seen, her skin glowing a bright purple. Once the powers reached the camera, the footage turned black.

Thea turned from the screen, not wanting to see anything else. She could feel tears begin to well up in her eyes as both Tony and Steve looked at her. Thea shook off their looks and quickly turned to the screen

"Washington D.C," Ross said.

Videos played on the screen that were about when Shield fell. The helicarriers falling down into the water below, the camera that was recording got engulfed in water as the helicarrier hit.

Sam turned his gaze towards his lap as he wished to not view it.

"Sokovia."

The screen changed once again to a new setting. Videos showed the chaos of people trying to leave. It showed the city flying into the air, debris getting thrown everywhere.

"Lagos."

A video now played showing the building after Wanda had tried to save them. The camera zoomed in to a nearby body lying down on the ground, presumably dead. Wanda quickly turned from the screen, not wishing to see more destruction and death.

"Okay. That's enough," Steve spoke curtly.

Ross nodded to a colleague next to him and turned back to the team, "For the past four years you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution," the man nearby handed him a thick manual. As soon as he had it in his hands he placed it back down and slid it to Wanda. "The Sokovia Accords." Secretary Ross said.

Wanda lifted it up to read the cover better and but didn't even bother opening it. She slid it over to Rhodey across the table.

"Approved by 117 countries; it states that the Avengers shall no longer be a private organization." Secretary walked around the table while saying all of this. "Instead they'll operate under the supervision of the United Nations panel, only when and if that panel deems it necessary." He stopped right by Steve and waited for a response.

Steve's eyebrows were furrowed and his eyes were tilted downwards. "The Avengers were formed to make the world a safer place. I feel we've done that."

Secretary Ross smirked, "Tell me, Captain, do you know where Thor and Banner are right now?" Steve glanced up at him while the Secretary continued. "If I misplaced a couple of 30 megaton nukes you can bet there'd be consequences."

Thea turned her gaze to Tony silently. His eyes were watching the Secretary as his arm was propped up, holding his head in his hands.

"Compromise. Reassurance. That's how the world works. Believe me, this is the middle ground."

The Secretary gestured at the book in front of him and Rhodey said, "So there are contingencies." His hand was rested against the book cover as he stared at the Secretary.

"3 days from now the UN meets in Vienna to ratify the accords."

Steve looked over at Tony, who was now looking at the ground.

"Talk it over." The Secretary said. He began to walk to the door, but right before he left, Natasha called out.

"And if we come to a decision you don't like?"

Secretary Ross stopped in his tracks and held a solemn face. "Then you retire."

Natasha stifled a smile.

"What about those who you deem to be too dangerous, Secretary," Thea called out in defiance. Her eyebrows raised as she waited for his response.

Tony looked up at the sound of Thea's voice, his eyes watching for her action.

Secretary Ross sighed out, "You'll know soon enough." At this, he walked out of the room, leaving the team to deliberate.

Thea immediately stood up from her seat and pushed her hands to the desk. "Well, this has all gone to shit." Slamming her chair back into its spot, Thea walked out of the room aggressively.

Thea was fuming with anger over Secretary Ross. She left the meeting room in a fury and decided to calm down by exploring the new estate that Tony had created for the team. The estate was massive and modern. It seemed like the entire building was shining with chrome and glass. Reflections and light were gleaming through the glass and gaps in the doors.

Thea had seen many rooms and places in the estate. She gaped at the sight of an entire gym, stocked full with the latest fitness machines. An entire basketball court was inside, brimming with new appliances. Next to the gym was a large, padded, training center. It held targets on a back wall; some with bullet holes in them already. There were racks with various weapons and protections. But in the very corner was a strange door.

Thea entered the training room and immediately walked to the door. Her feet taking her straight to the closed door. There was a small, glass-paned window next to the door. Thea squinted her eyes, trying to see into the room. In the dim light, Thea could see trays next to a table with metal restraints. The room looked secure and the door was made of thick iron. Thea backed away from the room, staring at the door one last time before she slowly turned around and headed out the door.

Thea slowly made her way back to the meeting room. Right outside the room, Thea managed to hear Vision say, "I'm saying there may be a casualty."

Thea silently walked into the room. Most of the team was sitting down, besides Sam and Rhodey, who were standing idly by Steve, Steve, sat in a small tan chair and in his hands was the accords booklet that Ross needed them to look over. Thea crept up behind Steve and silently stood beside Sam and Rhodey.

"Our very strength invites challenge, challenge incites conflict and conflict," Vision paused for a moment his eyes trailing over Thea, "breeds catastrophe. Oversight....oversight is not an idea that can be dismissed out of hand."

To the side of her, Thea heard Rhodey say, "Boom."

Tony was sat in a yellow chair, his hand rested over his face as frustration shone through. He was lying comfortably against the many pillows beneath him when Natasha spoke out in a quiet voice.

"Tony," Natasha looked over at him as he took his hand off of his face. "You are being uncharacteristically non-hyper verbal." Tony sighed out, his eyes rested close

"It's because he's already made up his mind." Steve imputed. He dropped his hands from the accords.

Tony rolled his eyes and scoffed, "Boy, you know me so well." He sat up from his place on the chair and immediately grabbed the back of his head gently.

Thea, with malice in her voice, spat out, "No, I know you well Tony, and you can't just do this." Thea walked around Rhodey in order to get closer to him.

Tony looked over at Thea in shock before he sighed out, "Kid... well, actually I'm nursing an electromagnetic headache." Tony stood up from the chair slowly and cautiously walked to the kitchen close by. "That's what's going on, Cap. It's just pain." He stood by the sink, his hand now resting on the countertop. His eyes were looking not at the team, but rather at the sink. "It's discomfort." He picked up a cup and looked down at the sink. "Who's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?"

Tony turned back around at the team, anger was present on his face. He walked closer to the team, stopping at the kitchen island where he placed down his cup. Tony sighed softly before he placed down his cellphone in the basket of onions next to him. He tapped the screen once and a holographic photo of a teen smiling appeared. He stayed silent for a moment, letting the team look at the face of the teen.

"Oh that's Charles Spencer, by the way, he's a great kid." Tony pointed at the picture, his mood changing dramatically. "Computer engineering degree, 3.6 GPA... had a floor-level gig at Intel planned for the fall. But first, he wanted to put a few miles on his soul before he parked it behind a desk. See the world, maybe be of service."

Thea stayed silent during Tony's speech, her eyes wandered throughout the quiet team. She knew where this was going to go, but she didn't want to hear it.

"Charlie didn't want to go to Vegas or Fort Lauderdale," Tony continued, "which is what I would do. He didn't go to Paris or Amsterdam, which sounds like fun," Tony's voice grew louder as he spoke. "He decided to spend his summer building sustainable housing for the poor. Guess where. Sokovia," Tony's voice rose as he slammed down his mug.

The team was in shock at Tony's statement. Wanda's mouth was gaping and her eyes only looking at the ground below her.

"He wanted to make a difference, I suppose. I mean, we won't know because we dropped a building on him while we were kicking ass," Tony spoke with malice. He popped a pill into his mouth for his headache. He took a sip of the drink in his mug and continued. "There's no decision-making process here," Tony walked in front of the island and crossed his arms and raised his voice, "We need to be put in check. And whatever form that takes, I'm game." Tony said, his emotions getting to him.

Thea's eyes widened at his statement and was about to speak out when he continued. She couldn't believe that Tony was going to go through with the accords, knowing fully well how it might affect her and Wanda.

"If we can't accept limitations, we're boundary-less, we're no better than the bad guys."

Steve cut in, his voice serious, "Tony... someone dies on your watch you don't give up."

"Who said we're giving up?" Tony said quickly arguing back.

"We are if we are not taking responsibility for our actions. This document just shifts the blame." Steve said.

Thea nodded. "I agree with Steve here, we are meant to help people," Thea raised her hands up and stared at Tony, "how are we supposed to do that when we have a chain around our hands?" Thea said making herself known.

Rhodey quickly input, "I'm sorry Steve, Thea...that's dangerously arrogant. This is the United Nations we are talking about. It's not the World Security Council, it's not Shield, it's not Hydra."

"No," Steve noted, "But it's run by people with agendas, and agendas change."

"That's good," Tony spoke with a raised voice. He walked toward Steve and the group who were all sitting. "That's why I'm here. When I realized what my weapons were capable of in the wrong hands, I shut it down and stopped manufacturing."

Thea scoffed at his statement.

"Tony, you chose to do that. If we sign this we surrender our right to choose." Steve said.

Tony stayed silent, looking anywhere but at Steve.

"What if this panel sends us somewhere we don't think we should go? What if there's somewhere we need to go, and they don't let us? We may not be perfect, but the safest hands are still our own," Steve finished.

Thea nodded in agreement.

"If we don't do this now, it's going to be done to us later," Tony spoke quietly, his eyes gazing over at Thea,

"So you're saying they'll come for me and Thea?" Wanda questioned.

"They think we are a danger to society and we should be locked away or better yet killed?" Thea argued to Tony. "Cause I know you don't want that... but it's going to happen."

Tony looked down at Thea and glanced over at Wanda, his lips parted but Vision interrupted.

"We would protect you all."

Thea rolled her eyes and listened to Natasha who said, "Maybe, Tony's right."

Tony looked at her in shock, his head tilted slightly.

She continued. "If we have one hand on the wheel we can still steer. If we take it off-"

Sam interrupted. "Aren't you the same woman who told the government to kiss her ass a few years ago?"

Natasha paused, "I'm just... reading the terrain. We have made some very public mistakes. We need to win their trust back."

Tony laughed slightly and leaned forward onto the empty chair in front of him. "Focus up. I'm sorry. Did I just mishear you... or did you agree with me?" He shook his head.

Natasha sighed, "Oh, I want to take it back now."

"Then take it back!" Thea yelled out. She turned to Natasha and pleaded. "Natasha, you know what will happen if this goes through. I will get butchered by it. They take one look and me and Wanda and we get sent into a containment facility."

Tony looked at Thea in shock and quickly stepped forward, "Come on kid, you're going back." He grabbed her arm and forced Thea out with him. His fingers pressed into her bicep as she struggled away from him. Tony pulled her out of the room and into the hallway.

"Let go!" Thea yelled. She ripped her arm away from his grasp and sighed out, her eyes full of anger. "Are you really going to do this? Sign away our lives? Sign away our freedom?!" Thea stopped walking with Tony to the quinjet and stared at him directly.

Tony sighed and breathed out before he said to Thea, "It's for the good of the team."

She looked at him in disbelief. "This will tear apart the team is what it'll do. You expect this to go down well," Thea paused and looked down at the ground before she glanced back at Tony's sorrowful face, "but it won't, it never will."

This is the beginning of Civil War. I know it was a little bit boring but next chapter will get a little bit more saucy.

Also it has been more than a week since I had last updated too, so I'm sorry about that. I usually update at least once a week, if not more.
