Gangs
There are many different gangs in this city, and all of them have different motives. They all have the same rank system as the government, though it isn't as defined.
(Please note that a lot of these are groups from my book, so please don't use any of this elsewhere. [You know, specifics and stuff.])
→Miasma.
This is an alien group that are working together to understand earth better...so they can better conquer it, of course. Trust within this group typically isn't very high, and sometimes people turn on each other.
Motive: Scouting for future world domination by aliens.
Arch rival: Government and MetaWorks Laboratory

→Negative.
This is a black market kind of group. If you want something specific stolen or you want a certain product, you call them. They have a large drug smuggling ring as well, especially of their dangerously addictive steroid, known as 'vaccine'. They require all members to take 'vaccine', though they claim it is just a normal vaccination to certain diseases until the person is hopelessly hooked.
'Vaccine' permanently builds bone and muscle, making the person taller and more muscular. Someone on 'vaccine' never stops growing as long as they live, though that is usually only a short time. It is not uncommon for long-time 'vaccine' users to be well over seven feet tall, though at that point their mind is completely shot. The users are stronger and faster than they normally would be, though are still within human limitations (unless, of course, they have super speed or something). Everything is built up except for the heart, which remains the same. Without the additives in 'vaccine' that help the heart keep up, the Negative agent will die. This is to keep their loyalty. If they mess up too often or show any kind of mutiny, their supply will be cut off and they'll be left to die.
There is a somewhat steady alliance between Negative and Quasar.
Motive: They buy and sell very expensive, and often illegal things. Them robbing museums and treasuries and labs isn't uncommon.
Arch rival: Robin Hoods (though Negative is the scourge of all the groups and often in conflict with several groups.)

→Quasar
One of the most dangerous groups. Very little is known about this group other than their torturous training methods, which 64% of people who enter do not survive, and those who do have horrible scars, both physical and mental. Thanks to their training, they're some of the most dangerous people alive and are extremely tough. Anyone who fails a mission or shows any sign of mutiny has to answer to the cruel leader, the Grim Reaper.
Many Quasars fear death in one form or another, whether it be death in general or a specific way of dying (eg: bleeding to death). This is because death is the ultimate failure and their leader can bring back the dead and make them pay for their failure. It could also be attributed to seeing so many other people, some of which being their friends in the group, getting killed in the worst ways possible by people in or out of Quasar.
There is a somewhat steady alliance between Negative and Quasar.
Motive: They are mercenaries and assassins for hire. They are much more dependable when it comes to making people 'disappear' than any other group. They will go after just about anyone for the right price.

→Liberators
The Liberators believe that superhumans are in bondage but don't know it. They believe that the supers are slaves to the government. They believe the government has them trapped like animals to be bought and sold and tested on and killed on a whim. Their aim is to free the superhuman race and tear down the veil of secrecy. They want superhumans to live alongside humans without having to hide what they are. They are chiefly against the government, but are also against gangs that give supers a bad name.
Motive: To make the existence common knowledge and free supers from the intense regulation they have to live under. They also try to help with the more vicious groups so people don't automatically think all supers are evil.

→MetaWorks Laboratories
This is the infamous laboratory, one of the main reasons supers have stayed in secret. They test on superhumans to unlock the mysteries of their powers. Sometimes their methods are extremely cruel, and many prisoners don't get out alive. Laboratory workers and those who are sent to capture supers are either genetically modified with superhuman abilities, their genetics are mixed with those of animals, or they are naturally occurring supers that have been converted or brainwashed.
Motive: To test on supers and discover what superpowers are and how they work.
Arch rival: Government, Liberators
Leader: Unknown
→Robin Hoods
The Hoods are considered villains by outsiders, but among themselves they believe they are misunderstood heroes. They steal valuable things and money, usually from museums and the super rich, but only keep 5% of their profits. The remaining 95% of their money goes to charities and the poor of Sageflint. They and Negative do not get along, as they often go after the same things and get in each other's ways.
Motive: Steal from the rich to feed the poor.

→Ecocentric
Humans and supers alike are destroying the earth! Landfills are overflowing! The polar ice caps are melting! The air is becoming polluted! Think of the poor plants and animals! What right do humans have to destroy our beautiful earth like it's something that's ours to waste!
Those are the outcries of the Ecocentric gang against the people. They want to make the earth clean and beautiful and peaceful by any means necessary... Including population control, attacking those who do not 'protect the earth', taking animal rights into their own hands, destroying big business and factories that pollute the earth, and of course planting trees, volunteering at animal shelters, doing things for peace and charity, and recycling like maniacs. These are the super-hippies that go to the extreme to get the utopia they're trying to build.
They believe they are are right and are nearly impossible to convince otherwise.
Motive: Bring a perfect world (ecosystem) by any means necessary...
Leader: Olympia aka Goddess
→Arcadians
This gang visualizes a perfect society where all the gangs and government, supers and humans, can live in harmony side-by-side. They don't fight for equality like the Liberators or the perfect earth like Ecocentric, they simply try to bring everybody together in peace. They often try to stop fights between gangs and try to diplomatically bring them together so they could at least tolerate each other. (Like countries in a peace treaty, only between gangs.) They are disliked by many gangs, who know that they can never get along because of their conflicting interests and because Arcadians often mess up their missions. The Arcadians will have peace, unity and neutrality...even if they have to fight for it.
Motive: To unify the superhuman kind and bring in an era of peace and harmony in the world--even if they have to fight for it.
Leader: Plague
→Elutriators
Sometimes referred to as the Elu, this is one of the reasons superhumanity was kept secret in the first place, to avoid violent conflicts with humans like these. These humans discovered the existence of supers and intend to do something with that knowledge. To 'elutriate' something is to purify, separate, or remove by washing. As that names suggests, they want to cleanse society of the dangerous supers. Many fear that the supers will eventually try to take over and use humans as slave labor or that the supers will destroy the earth or that they're just plain unnatural or whatever other reason they justify themselves by. This is a human only group who's main goal is to destroy any and all superhumans of any power, strength, age, or affiliation.
Motive: To keep society the way it is and protect the human way of life by killing all supers.
Leader: Open to roleplayers.
Current leader: Mirage
→EPOS (Earthling Protection from Extraterrestrial Subjugation)

An alien group to counteract Miasma's plan of world domination. These aliens believe that earth should remain free and independent as it has always been without alien colonization. They know that once the poor, stupid creatures are conquered, the earthlings will be turned to slaves or exterminated and their world used any way their conqueror wishes, and once a conqueror takes one planet, that only opens doors to take another. Though often mistaken for Miasma, this group is the exact opposite. They want to start free-trade and an alliance with earth (some out of pity more than anything), allowing their societies and earth's to coexist peacefully.
Motive: To keep earth from being conquered by other aliens so it can be free to exist as it always had before.
Arch rival: Miasma, MetaWorks Laboratories, the Government.
→ANGGUS (Ain't Never Gonna Grow Up Squad)
Does that name make you think of a bunch of crazies? Congrats, you're right! This group has no specific motive other than having fun. One day they could save the world, the next they could be blowing up the planet. Whatever is fun is what they do. This group has some of the strongest friendships in it, with the members all typically being great friends. If you mess with one of these guys, be prepared to face all of them.
Motive: Have fun no matter what it is or what the consequences are.
Other: Unlike most gangs, ANGGUS doesn't have any rank system other than leader, long time members, and beginners. Having set jobs is just...so boring!
