Okay, I'll start with the Neverseen members first:

Lady Gisela: 8/10 she's like, the best villain. (though, I mean, the audience could see her smartness a LOT more if Sophie didn't just follow her plans like she was a puppet)

Fintan: 7/10 He has a lot of room for improvement, I feel that he's good, but he's bad too, and I'm pretty sure he bears the guilt that pyrokinesis was banned

Gethen: 6/10 He's pretty creepy, but the worst part was I thought he was a dwarf when I first read about him

Umber: 5/10 Pretty cool, she DEFINITELY deserved to be killed in a more brutal way, but overall cool character

Vespera: 7/10 She makes me want to hurt her BAD

Alvar: 8/10 I'm pretty sure he'll show up again, and he should have SOME redemption(if it wasn't for his whiny piny brother...)

Glimmer: 5/10 she's like a mini Gisela, though I don't like her, don't trust her. She basically asked Sophie's brain to switch to "It's a good idea to start a war!"

Ruy: 5/10 his name sucks, I can't pronounce it. I just feel he's a big wimp to me.

Trix: 3/10 Didn't really see much of hum(or was it a her????)

Brant: 7/10 This guy's story was sad, at least Shannon made one character development, I WOULD want to see if he got to see Jolie again, but, I guess he can see her in heaven(or hell)

Councillor Oralie: 8/10 she's made her mistakes, but Sophie shouldn't treat her like she's worthless

Councillor Terik: 6/10 He's cool

Councillor Bronte: 7/10 He struck me as a weirdo at first, but after Everblaze, I liked his character quite a lot.

Councillor Emery: -2/10 DOWN WITH YOU FIEND

Councillor Alina: -100000000000000000000000000000000000000/10 GO TO TARTARUS

Councillor Ramira: 2/10 didn't see her much

Councillor Noland: 5/10 He and Oralie should be Keefe's mentors

Councillor Darek: 2/10 Can't say much except he can do telekinesis

Councillor Clarette: 3/10 YOU CAN USE YOUR ABILITY BETTER, LIKE SUMMON THOUSANDS OF STINGRAYS TO STING THE NEVERSEEN

Councillor Veila: 3/10 didn't see much of her except she can read maps

Councillor Liora: 2/10 Same, didn't see her much

Councillor Zarina: 5/10 can she lightning bend?

Councillor Kenric(RIP): 8/10 He too, has made a few mistakes, but we can forgive him, though I feel he's still alive, just part of the Black Swan or the Neverseen
