I have an idea for an oc. I'm not sure what fandom I should put him in or make him a general oc like Riker.

What i have so far
Long white hair
Scar across his face
Always has a hand puppet on his right arm to hide something he doesn't want to talk about.
Doesn't want to hurt anyone.
