I thought Phantom would say that when he first met V!Papyrus... yep! V!Papyrus is the one who first meets Phantom and considers him a little brother! When Voodoo found out about Phantom he was probably curious and meets Phantom soon getting to know him an adopted him! By V!Papyrus's surprise!
