Arthur will sometimes do anything and everything in his power to avoid people. If it wasn't for France and America, he'd most likely be isolated.

France won't let that happen, even with all the arguing they do. Francis still cares no matter what.

Of course America usually doesn't show how much he cares but he still wants his former caretaker to be happy.
