BC8: Flurry (Snow Bird and Co.)

Winter was busy for weeks after Raven and her discussed Emerald's idea, trying to coordinate meetings with different people.

She also contacted Gira Belladonna. She'd also asked him about possible White Fang Support for hunting down bandits and keeping shipments safe.

The White Fang was only growing in influence, now that the war was over. Faunus were being looked better upon, though prejudice was still a problem, but since there was a shortage of available fighters and workers, they had become a more valuable commodity in the eyes of the kingdoms.

Menagerie had hundreds of them also who wouldn't have minded higher paying jobs, if they got fair treatment, and this was being coordinated.

Blake and Sun, both being people who didn't like to sit still too long, had taken the job of being envoys. They were going to Faunus domain's all over Remnant and finding new recruits and hires.

The White Fang was slowly rebranded itself into less of a terriost/cult/political group, and more into something like the Happy Huntresses, but with Faunus. Their animal traits made them a lot more versatile at many different jobs than humans were (without semblances), and they were learning to play that factor up more.

It would take a decade for it to become prevalent, perhaps, but the new approach was catching on with Faunus who were sick of the fighting and being labled maniacs by humans.

Gira, while not always happy about working with humans so much, appreciated Winter's efforts to be fair and Blake's endorsement of her leadership skills qualities, and had been amenable to cooperating so far.

Also, the Faunus were affected by the strain on resources too, so they had a common interest.

Winter finally just flew to Haven to discuss things in person--and she hadn't visited Blake in a while, which wasn't really her priority, but Weiss was going to Haven at this time also for her own job, and was planning to visit, and they'd offered to have tea or something...

Qrow went with her.

Royal Zapato flew them, those Winter could have flown herself, but the airship would be used for errands while she was staying, as they were still short.

Kali Belladonna welcomed them enthusiastically.

"Blake still isn't back yet," she said. "I think she was going to meet up with her teammates at the train station, but...anyway, I know she'll be happy to see you all again. How is everything?"

"As well as can be expected," Winter said.

Kali nodded. "Gira is still working also. Would you like some tea and refreshments?"

"This place sure looks better than it did last time we were here," Qrow said.

"Well, that was 14 months ago, Mr. Branwen," Kali pointed out. "The repairs after those plagues are mostly finished. The extra labor has helped. Mistral was never my favorite place, but since necessity seems to be the mother of camaraderie between humans and faunus, currently. Things have been mostly peaceful."

She sat them down and got refreshments.

Not long after that, Blake and Weiss walked in, with Sun and Meridian not far behind them.

"Winter!" Weiss hurried up to hug her.

Winter scrutinized her. "You're still dressing down I see."

"You say that, but everyone in Shade still says I look like an uptight snob," Weiss said.

"Theodore allows that?" Winter said.

"Theo doesn't really fight our battles," Weiss said. "It's fine, I've been earning their respect."

"She beat up a few of them recently," Meridian said proudly.

Winter raised an eyebrow.

"They had it coming," Weiss insisted. "You should have heard what they called me."

"It worked out, they stopped," Meridian said.

"Somehow your acclimating to Vacuo doesn't surprise me that much," Qrow folded his arms and shook his head. "Are all Schnees just scrappy underneah that polished exterior?"

"Well, you would know, Qrow," Weiss shot back. "And if you ask me, that school could use a little more polish."

"Well, you always have been happiest while telling other people how they could be better," Blake said. "I guess Shade is the place for you."

"Oh please," Weiss rolled her eyes.

"I hear you have some kind of proposal," Meridian said to Winter ambiably, despite her not greeting him very warmly. "I like the sound of it. Though I did think the proposal you'd be talking about would be of another sort by now."

Qrow shot him a dirty look.

"Hmm," Kali looked like she agreed.

"I want to hear about it," Blake said. "It sounded like a good idea over the scroll, but we should wait for Dad."

"How's Neptune doing?" Sun asked. "Snowed in right?"

"He seems to handle it well," Winter didn't really care enough to check in with him that often. "He's usually with Miss Xiao Long."

"Do you really still call her that?" Sun said. "I mean you're practically related by now."

Were all of them going to make jokes about that?

"We're professional in Argus," Winter said.

"So glad we don't have to do that in the White Fang," Sun said.

Gira got back right then.

"Oh good, you're all here," he said.

Winter laid out Emerald's plan with Raven and her's thoughts.

"The council agreed that it's a problem," she finished. "But thinks that the people won't help without motivation, and we simply can't do it ourselves. But there are hundreds of these people just in Argus, and that's just the ones we're actually housing, the ones who couldn't fit would go up at least a few hundred more if we could estimate that...but it's hard to know who's still around."

"Realistically," Kail spoke. "Even if you get more places built to hold them, and could fund it, it would take longer than the Winter, and if they're outside in it, or run out of heat or food, they won't last that long."

"We think few of them are that desperate, but...well the reality is, anything could go wrong with our supply chain, and while we have some emergency rations laid up, the civilians don't," Winter said. "We need a fast solution now, and then we can come up with a long term one."

"Dear," Kali looked at Gira. "There's so much empty housing here since the school closed, and they haven't replaced the headmaster yet, so it won't happen for probably at least another year. Could we consider moving some people in."

"We have plenty of refugees in this city already," Gira said. 

Winters were more mild in this part of Mistral, but still cold.

Blake rubbed her head. "This isn't the kind of problem I thought about when we were saving the world and trying to unite the faunus, but...yeah, I guess people have needs like this all the time, and we never reallly talked about what we'd do about it."

"We were always the rescue people, not the care people," Weiss sipped her tea. "Shine and Wally cared about that part. They were so good at it. I never understood how they came up with those ideas so fast."

"Emerald's idea is cool," Sun said. "If people would just take them in, you know? I mean it would've been nice."

"Nice, but who'd do it?" Meridian said. "It's the same in Vacuo as it is here. You saw how many kids just live on the streets...the heat there makes possible to do that all year round, the harsh reality is that in other kingdoms they often just don't make it. Your friend Emerald is an exception. Even she got found by someone. And wasn't the Cinder woman also an orphan who got farmed out, to put it in a not so nice way. People won't just take anyone in."

"Yes, that's what Raven and I think," Winter said. "But I see no other way, the addition of one or two people wouldn't crush many households, if they could be persuaded to... perhaps some aid in that direction would be possible from us also...but I just don't see people going for the idea right away."

"Well, Miss Schnee," Kali siad. "It's not so different from rescuing people from the White Fang. They have to think it'll help them in the long run."

"That's what we've been saying," Qrow said. "But how would it help them?"

They all were silent for a few moments.

"Think about how the schools do it," Meridian said. "They take in students off the streets, because they can train them to be good huntsmen and perform a public service."

"Yeah, Ozpin did think of this like that," Weiss mused. "That's what happened to Ren and Nora."

"What about Oscar? His aunt took him in and he helped her," Blake said. "I mean would people do that for other kids? I know that's not fair, but..."

"They'd have to be old enough to work anyway," Qrow shook his head. "And you could generate enemies of Remnant. We don't need more Cinders."

"Still, we need the best solution," Winter said. "Not the perfect one. It's not a bad idea."

"You can't offer them money for it if your budget is tight," Gira stroked his beard. "What about some form of non monetary reward? Supplies are limited. If you promise people who'd be willing to take in one refugee for the winter, or for longer till you have a better plan, a higher priority on supply lists, or...maybe some kind of discount on dust, or food, they might be willing to consider it."

"Would that compensation really cover how much it would cost to take care of an entire child?" Kali said.

"It depends on the person," Gira said. "I'd say you and I could afford to take in one ourselves, with the profits from Menagerie..."

 Winter glanced at the table. "It wouldn't matter if there was work for the older ones. The reality is that many of the Atlesians were pampered rich people with few skills.  And the idea of sourcing them out like that is...not comfortable."

"I guess it does fall back on people being willing to do the right thing then," Blake said.

"I don't know, many people might surprise you," Sun said. "Meridian, you could hype them up to it."

"It would need to stick though," Meridian said.

"I don't know, are we cutthroat enough to use him to legally stick people with kids for at least a few months?" Qrow said.

"Desperate times..." Winter mused.

"Wait, why look only in Argus and Vacuo and the big cities?" Weiss looked up. "Why not ask the small towns? I mean they need more help anyway, to expand, until they're more self sufficient, right? Maybe they could take in some kids. There're usually more peaceful and nice too. And maybe the supplies priority thing is a good idea. Like...if they need supplies, they could get preference over other buyers."

"Hmm, that's a good idea," Kali said. "I'd like to think people would do it out of the goodness of their hearts, but...some will always want to get something out of it."

"I have a thought now that you mention that," Meridian said. "If you want them to do this willingly, then you want them to think it's someone that's possible, and that it's noble. Don't you all think you should lead by example?"

"I'd be willing to do that," Kali said readily.

Gira nodded.

"Wow really?" Blake said.

"Well, you know dear, we always wanted more kids, but we were only blessed with you," Kali said, making her blush. "And whatever reason that was, I wouldn't mind having some around again. I miss it."

"I want to do our duty," Gira said. "If we can. It's our duty if we can help to do something to help. Isn't that what you told the White Fang when we first left Menagerie?"

"I did..." Blake said. "Sort of..."

"You think it's a good idea?" Sun said.

"Well, you shouldn't be responsible for anyone, you can't take care of yourselves," Weiss sniffed.

"I take care of Blake," Sun said.

"Sure Sun," Blake said dryly. "I do feel like it... we all should demonstrate that kind of thing."

"Heh, well not me," Qrow shook his head. "And a lot of others will feel like they can't either. I mean what if something happened to you on the job? The problem would be the same."

"On the other hand, you leave your assets when that happens," Gira said. "And the state claims them if you had no family to do so. This could help with that."

"If it's our duty..." Winter said. "I don't feel I could do it either, I have far too many responsibilities, but there's please of people with more time than I'd have."

"I mean, I don't have a house even if I thought I could do it," Weiss said. "But...I mean, some older kids might be all ready to be huntsmen or something, could we send them to the schools?"

"The couuld take more," Qrow said. "But Beacon reopened...it is short on students. I guess something to ask Glynda about. But no way this will work if people don't agree to it."

"I guess pray they do," Meridian said, "And if you want me to talk to them--though fair warning, if they already don't want to, I could just hype them into disagreeing with you more."

"Yes, perhaps you shouldn't use your semblance carelessly them, Mr. Wallace," Winter said warningly.

Still, this half baked plan was presented to the parties involved.

And some of them liked it.

Minerva, from the Mistral council, said it might help. Haven's city wasn't without its problems with as Gira had said, and they had no idea how to handle it.

It took a while to get the measure signed into being a real iniative, but after days and days of red tape and pulling strings to get it set up because time wasn't in abundance, they finally got a rough version of it to be passed in the cities.

Qrow visited Vale to talk to Glynda about the whole thing himelf, and to see Ruby.

Ruby had matured even more this year to really look like a grown woman, which made Qrow sad, but she was doing well.

Now that Beacon was open again, she was taking some classes and even assisting getting new students oriented--maybe a little too enthusiastically for some of them.

Oscar was going too, for the more academic courses, and they were hanging out a lot.

Some of Beacon students had even return, like Cardin and his group, oddly enough, to continue their training.

Tai dropped by too since he was close.

"I think the whole thing you guys are doing sounds nice," he said.

"Nice enough for you to help," Qrow said.

"What me? Take in some random kids," Tai said.

"Come on, Dad," Ruby piped up. "It's the right thing to do. They don't have anywhere to go...I mean we always left people behind when we saved them before, we never really did the part when we took care of them."

"That's just what Weiss and Blake said," Qrow said.

"Yeah," Ruby rubbed her head. "So you see?"

"Ruby, I'm proud that you've got a big heart, and I think this idea is a good one, but I don't think that means I'm really ready for it," Tai said.

"I mean you do fit the profile," Qrow said. "At least you have kids already. What's the big deal?"

"I...it's just a lot to deal with again," Tai said.

"For a few months?" Ruby was giving him the doe eyes. "You could do it Dad."

"Ruby, I don't know if..."

"I'd visit you and help," Ruby offered. "I mean if you need anything."

"You'd visit more often?" Tai perked up a little.

"Yeah, of course," Ruby said.

"I guess I could think about it...I mean if it gets this far..." Tai said.

"Frankly, some of them are probably from Vale anyway," Qrow said. "Just migrated to Argus after it fell..."

"I like this idea," Ruby said. "Because I care a lot about helping people who need it, and I feel like we don't do that much of that."

"Why aren't you going to be part of it Qrow?" Tai asked. "Still afraid of the responsibility?"

"I'm on the road too much," Qrow said.

"Right...well, how are things going with you and Schnee?" Tai said. "I mean are you finally going to propose to her or what?"

Qrow glared at him.

"Oh you are right?" Ruby said. "I mean you've been dating forever."

"I don't know if I call 14 months forever Ruby," Qrow said dryly.

"Hey, that's a long time for us," Tai said. "And you're not even up to anything, are you?"

"Tai, don't say that in front of your daughter!" Qrow said.

"Oh," Tai said. "I didn't mean quite... that is."

Ruby knew what they meant by now.

"Ew," she made a face. "Dad!"

"I'm just saying, you shouldn't keep a woman waiting forever," Tai said. "She's going to think you're afraid of commitment."

"I wish you would just hurry up and get married," Ruby said. "I can't wait to be related to Weiss officially."

"Ruby, I get the impression your motives for this may not be wholly unselfish," Qrow said.

"Hmm?" She said.

"Just ask her already," Tai said. "Don't do what I did, and not do it. You don't want to end up like me."

"I don't think that's the reason," Qrow said. "Anyway she's way too busy."

"That's not going to get better with time," Tai said. "Unless you give her a reason for it."

"You should stop overthinking," Ruby urged him. "Like Jaune and Pyrrha did. I mean you know it's gonna happen so just... get married. And I have to be there, so don't do what Theo and Vara did."

"I think Weiss would kill us if we did that," Qrow said. "Not that she's happy about it to begin with..."

"Weiss is okay with it, she told me that when I talked to her about it last," Ruby said. "She says she thinks Winter is happier now and you've been a better influence on her than she thought. Yang is the one who still says she  doesn't want Winter to be her aunt. But I mean...that's just because Winter is bossy."

"Heh, honestly I think she might be a good influence on Yang," Tai said. "But your sister doesn't appreciate strong females telling her what to do."

"Maybe she does appreciate it and that's what bothering her," Qrow hit upon a pretty deep idea. "Winter and her never got along that well, but I admit, not many people stand up to Yang and get away with it."

"I've always liked her," Ruby said. "And doesn't my vote count for something."

"If I say I'll think about it, will you all leave me alone?" Qrow said.

"Sure," they agreed ambiably.

"Fine, I'll think about it," Qrow said. "You're just as bad as Raven, you know that."

"Oh yeah...Raven..how is she doing?" Tai said.

Raven never called him, obviously.

"She's doing all right." Qrow said. "Loving her new job more than anyone really should love bossing people around. She's gotten some heat from the people who hate bandits, but she's working through it. Honestly I've never seen her be this professional, it's weird for me. And Hazel has turned into one of her supporters. Don't know how that happened."

"I can see why they'd get along kind of, they both never liked Ozpin," Tai said.

"That's all they have in common," Qrow said. "It just doesn't make any sense to me. They're complete opposites the rest of the time, and I don't really think they have the same vision at all."

"I don't know about that," Ruby mused. "If you think about what they want, you know, they wanted a purpose, and they wanted people to know the truth, and they want to protect their families, sort of. And both of them are kinda bad at talking about what they really feel. Maybe they just get each other."

"I think the only reason Raven likes him is because she can boss him around and he'll allow it because he doesn't care enough to say no," Qrow said.

[That makes Hazel Wesley from the Princess Bride. That would make perfect sense.]

"I guess for some pepele that's what they want," Tai winced. "Raven seems to have changed a lot since we were younger."

"Really? You don't think that's kind of how she was with you?" Qrow said.

Tai frowned at him. [I can't really see it any other way.]

"I like Hazel though," Ruby said. "But I don't know what you mean. I wish Yang had come with you. She's not been here in so long..."

"Eh, she's distracted, but it's not that she doesn't care," Qrow said. "You could always come visit us."

"I have school now, I can't just do that," Ruby pouted. Then she had to go to class.

"That and she and Pine can't be separated," Tai said with a frown.

"Oh yeah, that," Qrow shook his head.

"I can't do a thing about it either," Tai said. "It's really rough, both girls in one year. Not that I don't like Oscar, okay. Compared to Neptune, he's a lot more steady and responsible and the kind of guy I'd want Ruby to pick. But I'm not ready for her to be interested in boys yet."

"She is 17, Tai," Qrow said. "You weren't that much older than her when you became  a dad."

"That's why I want her to wait," Tai said. "I mean I know, they're not the same as us. They're smarter, I hope... And Yang too. She's just such a free spirit."

"Yang's steadier than you think," Qrow said. "She and Neptune took your little chat to heart. They've been keeping some more distance, they think we haven't noticed, but there's a distance. She's not quite the rebel she used to be. Though she'd never say it to our faces."

"I'm glad to hear that," Tai asid. "At least you can watch them. She's never coming back here.

"She knows you'd smother her if she did." Qrow said. "You gotta learn to let them do their thing."

"Yeah, says the guy who used to fly around them constant."

Qrow wanted to say "Because you were never around" but he didn't.

Later, Qrow was walking out of Beacon after talking to Glynda and saw an air ship landing near the dock.

Who was arriving?

He was heading that way anyway to get ready to leave, so he picked up the pace--he did miss flying sometimes.

To his surprise it was Winter herself, and Yang, actually.

"What are you doing here?" he asked.

"I heard you went to Vale without me, duh," Yang said. "I haven't seen Ruby in months. I freaking missed her birthday."

She held up a gift. "I've gotta go. And next time, let me know if you're going, gosh! I look like a bad sister now."

"I decided to bring the first batch of refugees here myself," Winter said as more people began to disembark, carrying their bags. "The council ruled it was time. And we hardly have time to lose."

"Huh," Qrow said. "Well, this brings back memories."

Winter looked around.

"The air is different," she said.

"Yang!" Ruby had followed Qrow without him noticing it, at high speed, so she could see him off, but now she tackled Yang instead.

Oscar had followed her actually, more slowly and he waved.

He'd gotten even taller and was now easily almost as tall as Jaune.

Still kind of scrawny though.

"Well, how about that," Qrow said. "Ice Queen," with a wink.

Winter raised an eyebrow. "At least this time you didn't destroy Atlas property."

"I don't really see any of it around, unless you count that sentient garbage." Qrow replied.

"I don't have time for your immature games, Qrow." Winter said. [My fan girl heart is just going crazy right now.]

"You Atlas Specialists think you're so special."

"It's in the title." [It's kind of telling that they memorized their own lines from this fight, like they thought about it that much.]

"Well, you know what you really are?" Qrow said.

At this point keeping this going would have been a bad idea--a crack about Ironwood was coming.

"What?" Winter probably was hoping he wouldn't carry the joke too far.

"Wouldn't you like to know?" Qrow said instead.

"You are impossible!" Winter feigned annoyance.

"I know," Qrow said, kissing her.

Winter glanced around to make sure no one was looking... and they carefully weren't.

"Really, in public?" she said.

"So fighting in public is okay, but that isn't," Qrow said.

"People will talk." 

"About that? Better just get used to it."

"Hmm, that implies this is going to be a pretty common occurrence."

"Well, wouldn't it be? If we're stuck for life?" Qrow said.

Winter gave him a look. "Well, that almost sounds like a proposal, Qrow."

Qrow put his hands in his pockets and looked around.

"It wouldn't be much of one," he said in a low voice. "Not very romantic. Probably should try again at a better moment."

"I...don't think you can just take that back," Winter said oddly.

"Huh? I guess you're probably right about that," Qrow mused--really, his delivery was pretty good, almost like he was really just thinking of it now. "Well, I'm screwed then. Unless you're going to say something."

"To that?" Winter said. "I really almost think you don't deserve it after that."

"True."

"But since you never get what you deserve anyway, I suppose I could concede," Winter said.

"Wait, is that yes?" Qrow said.

"Depends, were you being serious?" Winter said.

"I was if you were going to say yes," Qrow said.

"I don't know how to take that, Qrow." Winter was turning red.

"I mean, you really want to take that step?" Qrow said.

"Qrow, it's been 14 months." Winter had kept track. "I'm not sure what you expect me to do, put you on probation?"

"I mean, is it a good time?"

"Will there be a better time?"

"You know, you have a point," Qrow said. "That's probably true.... Now I wish I was more prepared."

"I suppose we're imitating Mr. Arc now and jumping a little ahead of the usual steps," Winter said.

"I could get down on one knee."

"On this street? I suppose it's your risk." Winter eyed the none too clean cobblestones.

"Technically, you brought it up. Does that make it your idea?" Qrow said.

"I wondered when you'd point that out," Winter said. "I can't tell which of us really was suggesting it first."

"I feel like we always sort of stumble into these situations to begin with," Qrow said.

"Consistency is a key factor of a relationship..." Winter was clearly teasing him by now.

"Oh, will you stop it?" Qrow said fondly. "You're starting to sound like--"

"If you say Raven, I will cut out your tongue!"

"Fine, I won't say it."

"Qrow!" Winter pretended to shove him.

Qrow just grabbed her hand.

"Ew, don't do that in front of us." Yang was looking back. "I was hoping you two would just go off alone if you're going to be all lovey dovey like that."

"Yeah, Uncle Qrow, don't be one of those people," Ruby called. "It's okay in stories, but we don't want to see it."

"You both watch your tones!" Winter said to them.

"That's no way to talk about your uncle's fiancée, either," Qrow said.

"Well, maybe you should--what did you just say?" Yang said.

"What?" Ruby said. "Wait, really?"

"I'm confused, when did this happen?" Oscar said.

"Two minutes ago," Qrow said.

"Are you serious? You just proposed in the background while we were talking about fighting Grimm?" Yang gave them a look of disbelief. "That is so lame."

"It's not really surprising. I feel like that's just how they are." Oscar was, as usual, insightful.

"Oh my gosh, this is so exciting!" Ruby exploded.

She hugged Winter. "Let us be in it, please!"

"Well, Ruby, we haven't really gotten that far--" Winter had almost forgotten about this part.

"Oh, great, I'm stuck now," Yang sighed.

"I think you could do a lot worse," Oscar said, "for a sister in law--I mean aunt-in-law...or just aunt.... Wait, how does that work?"

"You're hopeless, farmboi," Yang said.

"Sure, angry, shotgun-gauntlet girl." Oscar could dish it back now.

Yang gave him a look, then shrugged.

[I'm sure all the snowbird shippers were thinking it was about time I got to this.

I can do two weddings!]

"Finally!" Raven said when Winter told her a couple days later.

"I knew you would be excited," Winter said dryly. "So you'll attend?"

"Yeah.... Wait, how big is it going to be?" Raven leaned on her desk.

"I can hardly spend a lot of money for personal reasons with things the way they are," Winter said. "And we have to wait till winter has passed and things aren't so tight.... Still, family is family."

"But your father won't be there," Raven said.

"Hmm, only if I wanted to see the look in his eyes," Winter said. "But no, I don't think so."

"I'm game." Raven shrugged. "A little hurt I'm hearing this from you and not my own brother. Was he afraid I'd gloat?"

"I just didn't see any reason to hide it, but if you wanted to hear it from him, I apologize," Winter said.

"Oh, whatever," Raven shrugged. "So, finally going to be sisters-in-law? Better you than Robyn."

"Oh, please.... Hmm, she hasn't been here since it snowed. I hope they haven't gotten up to any trouble in Vacuo." Winter shuffled some papers around. "Anyway, now you know. Back to business. We're making some headway with this idea about the housing. Tai even was talked into participating. But it really would be helpful if more of us would. Mr. Wallace seemed to think that if we world heroes use our influence to promote it, people would be more likely to do it. I admit it would be nice to have more than cereal boxes and tv commercials about sports gear wanting to use us for promotion."

"I said no to that," Raven said. "Those profits are not worth the humiliation. How can those businesses even think of that?"

"But they are the ones who could afford to support this," Winter pointed out.

"Oh...so you're thinking if we get them to promote our ideas instead of using us to promote their products, but it still is advertising for them, they'd go for it," Raven said.

"It was Pyrrha's idea--and her way to get out of renewing her Pumpkin Pete's contract, I imagine," Winter said.

"She never has gotten over that. Really, it's not that weird," Raven said.

Pyrrha had told Emerald, when they discussed this idea, that she was okay at first with the cereal box thing, but then everyone had started recognizing her because of it, and then not so much. Hence her deep hatred for sponsors now.

But Emerald had liked the idea of turning this into a different kind of promotion.

Whitley had also given it his stamp of approval.

"Once the SDC can afford it, I'm sure we'd be happy to promote your idea," he said. "After all, technically, I lost my house also. I was just fortunate to have the money to make up for it."
