Also it is the last place where magic exist in Remnant. They use other resources alongside dust and use oil and gasoline alongside it which helps them grow to be strong. Altas accidently discover them and nearly a war broke out but thanks to Willow and the help of Ironwood they killed Altas Council and stripped Jacques by splitting the company. They gain allies from Mantle and Altas by exchanging medical knowledge. Vacuo was the next because Liam was good friends with few of Vacuo council and help them with Bandits and other situation. They also recovered relic of creation and the relic of destruction and have placed it in a secure location that only the Arc Family and their allies now. Ozpin discovered that the magic exist also handed the relic of choice to the Arc to protect. 3 of the 4 relic are safe within Arcadia and sealed off. Mistral is also a place where the fake Arc lives and have allies within the kingdom of Mistral that Arcadia is weary because Mistral has been losing actual decent huntsman and having villages getting destroyed easily destroyed so the Arcadian have rescued over at least 7 villages saving the people and moving them to their villages as the huntsman and huntress along with the kingdom abandoned them to bandit and grimm so currently the only villages left in Mistral that is protected is the Higanbana, and Haruko Village (Unnamed Village) which the fake arc protect only because of resources. The 4 cities Argus, City of Mistral, Kuchinashi and Wind path have abandoned the villages take to the council who was runned by Salem group but were killed by the true arc but before they can help make a new council they realize that Mistral was stuck to the old ways and wouldn't accept new ones and the corruption in Kuchinashi and Wind path was way two deep that it would take years just to secretly destroy it. Plus the cities didn't care and the only cities that was safe was Argus because of Altas forces there and the City of Mistral was a no go home to the fake arc and their allies which also include the new council which could start a great war if they killed the council again and the fake arc could take over to gain more power

Due to the cities 98% population live in the 10 cities where it safe and guarded by the huntsman, huntress, military, and the police.

Only 5 village exists outside of the 10 cities for any traveler going outside of the city. However these villages are very big to be considered a small city and despite being outside where grimm can attack the vulnerable villages it is well defended enough that grimm can't get passed through the barrier. However they are actual monster that live alongside the grimm so its dangerous to be outside of villages at night if not trained.
