As a Lucy fan, I also feel disappointed about how she doesn't get to shine from time to time. I remember reading the GMG arc and feeling frustrated because she was so close to winning her fight against Flare, and then Asuka was threatened. While I was angry at how Minerva went overboard when battling Lucy, at least I knew that something similar would have happened even if it was someone else in Lucy's place. While Lucy didn't manage to show how good a mage she was in those battles, she showed us that the safety of her comrades mattered more to her than her pride and victory, and that she's willing to do her best for her guild. She doesn't give up easily. It also showed us how forgiving a person Lucy is when both Flare and Minerva apologised to her later.

It's frustrating that people think of Lucy as weak because they've only read the early chapters of the manga, or because Lucy doesn't have that many moments where she shines in battles. We get to see a little of what she's truly capable of in the few battles where she shines, and I think her potential goes beyond what we've seen so far. She pulls through when she's needed.

Lucy might not be physically strong like Erza, but her magic is not weak. Lucy's magic has a lot to do with relationships. We see that some of her spirits are able to go through the gate on their own, and have done so to go to her aid. They're not obliged to do that, and I don't think they'd have gone to help her if they didn't like her enough. We also recently saw how the trust between Lucy and Aquarius was deep enough to allow her to summon the Celestial Spirit King, saving the rest of the Fairy Tail members. While any other strong Celestial Spirit Mage might be able to summon multiple Spirits like Lucy is able to, I don't think they could have easily have done what she did.

While characters like Natsu, Erza and Gildarts embody physical strength, Lucy embodies relationships. I think that might be why her relationship with her friends (rather than her strength) tend to be shown more in her battles instead, and this might also become important later on. With Natsu being END, I think her relationship with him might be an important factor in "saving" him. Lucy's also heard of The One Magic, which I think will come in to play later. Lucy thinks that The One Magic has something to do with love, and if it's really so, who better than her to tap into it?

When it comes to battles, Lucy doesn't get many moments to shine. But it's always memorable when she does.
