Fairy tail

Fairy tail is taking place in the past correct? And in fairy tail people use magic and lacrima's and other stuff like that. But what I don't get is how humans now don't get to use any of that stuff. Unless that takes place in the future. Which.... We don't have any cell phones, and we all know we can't live without those.
