Number 10 is Gilgamesh, the King of Heroes. Even though he's a a huge, ok a massive, asshole he does have some cool character moments. The thing preventing Gil from getting any higher is just character development. He's from the first myth known to man is excessively arrogant. His title actually means that he is the King of all the heroes, not that he is a hero that is a king. His Gate of Babylon is stupidly overpowered, letting him shoot out Noble Phantasms like rabbits shoot out babies. Ea is one of the only EX Noble Phantasms and is just a Noble Phantasm he can spam with no issue. No matter how you cut it you gotta give the King of Heroes a hand...or just cut it off.
