Ex: February 3rd, 2018, will be my next birthday. (:'))

However, no comma is needed if it only says the month

Ex: February, 2018 is the month of my next birthday.

If the quotation functions as an object or subject, it may not need a comma.

I'm tired of hearing "I don't care" from your mouth all the time.
Saying "I had some gum" on the bus was a mistake.
