Adh-dhariyaat (the scatterers) 

The word "expanding/expander" here in arabic is الموسعون which is an active participle meaning this is ongoing action, occurring in the present and will continue to occur in the future. what this ayah is essentially explaining is that Allah continued to expand the universe which is a scientific fact that wasn't discovered until around 1926-1927 when the telescope was invented.
