Three Survivors
Tsukauchi was thrilled to hear that three of the quirkless children who were attacked had been saved. He was extremely grateful for local medical teams who were able to put their minds and quirks together to help the kids.
However, none of their slaughtered family members survived.
Tsukauchi decided to handle the case of their new homes himself. He didn't trust the foster care systems--plus he had an idea. He felt the best way to nurture these young children was with a doting parent(s).
The first kid he wanted to find a good home for was a six year old boy. Noya Sadao. He had bright orange hair and cute dimples that flashed when he smiled. He was still too young to completely wrap his head around death, but he understood his parents would be gone.
Tsukauchi had emailed trusted Pros, and quite a few had gotten back to him about loving to take in one of the three children.
Noya would be going to live with Fatgum for the time being--the latter loving the idea of having the insight of a six year old in his Agency.
Upon meeting each other the first time, Noya had been jumping up and down gasping and giggling in excitement.
Fatgum cooed over the kid and tried to spark a conversation. It took a bit, but the two hit it off.
They left on their way, Fatgum picking the kid up and tossing him in the air once they were outside. Tsukauchi would have Noya come back to his office sometime next week to check-in. As of now, Fatgum was a guardian but Tsukauchi wanted to hold off on all adoption speeches until he knew the kid was safe.
Next was an eleven year old girl. She had been found with bruises across her body, most likely due to physical discrimination from other kids. The small hand prints were enough to rule out her parent's involvement in the purple and green splotches. Nishimoto Chou was relatively silent, and showed no interest in being around heros. At all.
Tsukauchi made a special call for her.
He called Soga Miwa, a news reported for a local news station a couple districts away. Tsukauchi had known Miwa through one of his close friends.
He called her up and asked if she would be willing to house and help a quirkless child who's survived the Quirkless Killer Cult. Miwa had agreed.
When Miwa came almost a day after Fatgum, Nishimoto was hesitant to greet her after Tsukauchi. However after a tense twenty three minutes, she deemed Miwa safe.
The two seemed to get along very well considering Miwa's niece's untimely departure was relatively fresh in her mind and Nishimoto's hesitancy towards everyone.
But at the end of the day, both girls ended up going to Miwa's house. Tsukauchi would check on them in a week or so to see how Nishimoto is faring.
The last child was named Ohta Juro. He was almost fourteen and was nervous to entertain the idea of being a hero, yet believed no other job would fulfill him.
Tsukauchi saw kindness in the boy's eyes.
He would be a phenomenal hero.
The two had started off uneasily. The boy had been bullied all his life and told he could never become a hero--much less be a functioning member of society.
But once Tsukauchi had informed Ohta that everyone could be a hero, even himself, the kid opened up like a flower.
Days passed and Ohta grew more open and extroverted. He had found a safe place with Tsukauchi.
That is what lead to Tsukauchi deciding to fully adopt Ohta.
Over the course of a couple months, all three kids had been permanently adopted and flourished in their new households. None of the adoptive parents overlooked discrimination directed towards their kids.
Whenever a child came home with any type of bruise, the Tsukauchi would be alerted and sent to the school to figure out the truth.
Since the first set of scary encounters, the principles of local schools began to clean up their act, get teacher re-trained and enforce anti quirk discrimination rules.
After the last Hero Belief video was broadcasted on the news, courtesy of Miwa, the Hero Comission approved Nezu's request of opening UA to all those quirked and quirkless.
This revelation was able to push Ohta to train harder to reach his dream-- becoming a hero. Tsukauchi offered to aid the kid's training by enlisting the help of pro heros known for their hand-to-hand combat. Ohta agreed.
Some days, Ohta would feel discouraged and completely drained. Tsukauchi would always tell him to go to find inspiration so he can continue with a clear head at a later date.
Afterall.
Some heros had a teacher to support them.
Some had their parents.
Some had All Might videos.
And others had Hero Belief.
Because everyone, quirked or quirkless, can become a hero.
