Omg I am so sorry for the confusion... while I was writing, my mind kept setting the setting to the underground instead of the surface😫!

So let's just roll with this... "once the monsters came to the surface, the humans were generous enough to give them their own village next to the city. With that, some of the monsters managed to make it more like home so they 'recreated' Snowden village. Winter helped give it the snowy appearance"
