In a underground base in Washington DC, a shadowy figure enters a room with a few blood samples that they collected. They dipped the samples into a container.

"Soon you will grow to become a farther greater creation than any Android Dr. Gero made, but your purpose is to help others in need, you will become one society, that I can assure you" a voice said to the container that a human teenager can fit in there. "You'll grow up to be different from other humans but you will make a difference and will be admired by many people, and children, you will be another hero people can look up to, if Superman and Martian Manhunter can do it, so will project 21"  they finish before walking out of the room.

Gotham City: July 5, 04:25 EST.

A man wearing a black bat themed costume is looking through the computer and tap what seems to look like a video call.

A odd colored skinned man appearing before him.

"Towa" Batman said the man's name.

Towa is a handsome man of curvaceous and slender frame with long white hair, light blue skin, and purple eyes. The right side of his hair is longer than the other and hangs in front of his chest. he has a golden infinity sign shaped hair accessory that covers the back and both sides of his head. He wears gold earrings. a white lab coat over a black and red high-neck mini dress which covers the upper parts of his bodysuit that he wears underneath his dress, showing only the leg parts of his bodysuit that appears to lack the jagged leg cape altogether while wearing red high heels which was the aftermath of one of the experiment that he tried but it affects him physically.

"Happy late independence day to you too, Bruce, you need anything?" He asks.

"Dr. Ray, I need what you know about Project Cadmus" the Batman tells the blue man serious.

Towa sighs "I knew something like this would happened" he mutters before pressing a key from his laptop "I'd just sent you the email of everything I know about the project as we speak, also I heard a certain bird and friends crash inside Cadmus acting like rebellious teens" Batman sighs knowing who are Towa referring to.

"You have no idea" Batman then said.

"Hey Bruce, do you remember when I told you that one day I won't be doing all the lifting on my own?" He ask.

Batman nods "what's wrong with that" he asks.

Towa taps anothet key of the laptop he's using "project: 21, an bio-android with mixed DNA of a few races I've collected during one of my adventures I told you and Alfred about, similar to Project Kr according to my former co-workers" he explains to Batman showing images of the races that he collected to create project 21.

"Why showing me this?" Batman asks before taking off his mask.

"Because you're you, even if I'll never tell you about it, you will be the first to find out about it besides, nothing can escape from the Batman" Towa explains.

Batman hums in thought "I see..."

"By the way, he just woke up and he's currently in a room testing his skills" Towa then said.

Bruce raises a eyebrow "you're training him until he's ready for field missions?" He ask.

"In a way, yes, but only when I'm sure he's ready, I don't want to create another Mira fiasco" Towa admits with guilt in his tone of voice.

"You were unaware that Mira rebellious betrayal would happen, don't pull yourself down for it and we all forgive you" Batman reminds the blue skinned man.

"Yeah, but I didn't, I doubt even Dinah's therapy sections could help me lifting my guilt off my shoulders" he confesses.

"Not even a cup of coffee?" Bruce offers.

Towa looks surprised but sighs again "maybe some other time, it's four in the morning where we can go to get coffee"

"You can always come over you know?" Batman reminds the scientist

Towa nods "true, but I don't want to give poor Robin some midnight tauma" Alfred who was present for the entire conversation holds snort hearing this despite Towa and a certain Boy Wonder never met Towa's aware of the boy wonder "what are your plans now?" He then asks

"I'll be setting up, Robin, Aqualad, Kid Flash, Superboy and Martian Manhunter's niece to a team which only for convert purposes" Bruce then said.

"Alright, I'll just keep Vomi in check until it is a hundred percent save for him to be on the field with the other sidekicks" Towa said.

"Vomi?" Bruce repeats.

"Is a name I decided to gave him when he's public you know like a secret identity" Towa explains.

Bruce nods "That's a good Idea, if you need anything else you know where to call"

"Of course I do, take care of yourself, Bruce... like, seriously you really need to take care of yourself" Towa said before ending the call.

"Mr. Ray is not wrong, master Bruce" Alfred points out.

"Just this one report then I'll head to bed" Bruce turns to his butler "I promise"

Alfred sighs before leaving his maste be as he walks out of the cave.

"I still owe Towa a date" Bruce said to himself with a smirk "but he's always a hard fish to catch" he adds.

-scene change-

Happy Harbor: July 18, 15:22 EDT

The town of Happy Harbor is under siege, or nearly, twin twisters blow through the small town, triggering car alarms and panic. One rips across the harbor, picking up boats and dropping them in the town square before that same twister runs through a building Taking it down with ease. The three twisters are destroying what there is of the postage stamp town. Twister stands in the center, controlling the destruction.

"Certainly this will get the required attention."

"You've got ours!" Kid Flash shouts, gaining Twister's attention. "Full and undivided!" the goggle-wearing speedster rips down the road, hitting Twister hard enough to knock him back a good three feet.

"Immaterial and insufficient!" Twister proclaims. "You are a distraction I can no longer tolerate."

Before he can act on his annoyance Superboy drops with a battle cry and hits Twister hard enough to knock him back three or four times the distance Kid Flash did. As he comes to a stop, both boys stand ready.

Twister unleashes another twister that is going straight for them.

Robin and Aqualad vault and jump over a parked car, coming at Twister's back as he throws a boat at Superboy. However, he turns right to them, creating small twisters. Which Aqualad dodges with ease and continues for the elemental villain. Before getting caught in a disk spiral and launched at the Town Hall building and crashing into the railing of the second-story deck.

Kid Flash speeds at him, only for Twister to catch him as well. The villain brings him over his head and Wally finds his opening. Dropping out of the current and rolling into a crouch he takes off as Twister creates another twister. Which heads right for Robin. Who evades and in his place the twister explodes. He launches three more at Twister, all of which are deflected, but leaves the villain barely enough time to avoid Superboy's punch that dents the ground.

In his evasion, Twister can summon another twister, which picks up the clone and launches him away. Right to where Aqualad is just getting himself out of the rubble from his own fall. Twister sends a boat right after him.

Aqualad moves out of the way, knowing Superboy is invulnerable Though the boat's motor lands mere inches from him. Due to his Atlantean physiology, he has minimal trouble lifting the heavy piece of equipment then throwing it at Twister

Robin hides behind one of the other thrown boats and Kid Flash speeds around to join him. Robin pulls his yellow Utility Belt out of his jacket sleeve and throws it over his shoulder

"You brought your Utility Belt?" Kid Flash questions, sounding more annoyed than surprised.

"Never leave home without it-" Robin confirms and defends, clipping it together. "First thing Batman taught me."

"Yeah, right after: don't go to the bathroom without it." Wally grumbles.

"Listen to me." M'gann's voice comes over the mental link.

Robin grabs his head in his hands as does Kid Flash, though his eyes noticeably clench shut as well.

Aqualad gets thrown back by Superboy. who managed to get himself out from under the boat. "All of you."

Superboy grabs his head. "What did we tell you?"

"I know, and I know I messed up," M'gann admits. "but now I'm very clear on what we need to do. Please trust me."

-meanwhile-

Two citizens are still running around the town. A police officer is directing everyone. "Get Back! Everyone clear the area!" unaware of the twister headed right for him.

But before it could get the guard a pink blur flew and catches the guard taking him to safety

Once they landed the guard looks at the person who saved him and it was a pink skinned teenage boy with blue eyes pointy ears, wearing a black crop top and white baggy pants he also wears arm sleeves and has black nails and black heeled boots.

"Wow, thanks" the guard thanked the boy who only nod with a small smile before flying off to where the fight is happening

The boy sees Twister pinning down another red robot who he knows as Red Tornado which he charges at the villain sending them both flying much to Tornado's shock before his head turns into a green skinned female with red hair.

Twister manages to break himself free from the boy's strength but only to be blast squared on the chest by a black-ish red blast. He then launches a ball of energy that flies to Twister and explodes on impact.

"Where did he come from?" The green skinned girl questions as she sees the two of them fighting as her teammates came out of hiding.

"Was he part of the plan?" Wally questions.

M'gann shakes her head "he's not" she said.

"Well whoever that is, I'm just glad he's one our side" Wally states.

"Is he?" Superboy questions annoyed.

The pink skinned teenage boy flies into Twister, hitting them with a flurry of dash attacks, before striking them to the ground and fires a ki blast from on top of them.

Even with no arms Twister rises to his knees, only to find the boy before him. The chest panel opens, revealing a man, about forty years old, medium-length brown hair in a green and white suit. He falls out of the exo-suit and to the ground. "Foul. I_ I call foul." he stutters.

The boy then fires the a beam from his pointing finger only for him to turn into a navy blue macaroon.

Hearing steps behind him the boy turns and sees the Team running up to the scene and they were confused as they see the armor exposed.

"So we been fighting a empty armor?" Robin questions looking at echo suit.

"That's what's seemed" a dark skinned young man adds.

They all then look at the boy floating looking down on them "that wasn't enough" he said before flying off leaving them shocked.

-scene change-

Arriving to Washington DC by flying the boy enters a apartment where Towa was expecting checking through his tablet about his power level.

"I was right for feeding you before leaving to fight off this Twister guy" Towa said.

The pink haired boy turns to his creator and glows as he turns into a pale skinned boy with same blue eyes and auburn hair wearing a blue and red shirt and black tights and a white jacket.

"How was I, Dr. Towa?" The boy asks

"Yeah only thing which thankful didn't happened was the other you taking over" Towa said.

The boy frowns "I know I just don't want to scare anyone off like that"

Towa nods "true, and also try to find better words to those five teens, they're going to be your teammates soon" he said.

The boy frowns "why? I did a fine job on my own" he questions.

Towa sighs "Vomi, one of these future days you'll cross with situations that isn't requiring as a one-man job, you will going to need the help and support" he said.

"I'm not good with teamwork" Vomi admits sadly.

"It's alright. You want to know something, The justice League in their earlier years of them forming they have struggles with working together, since most of them had accustomed to do things on their own without relying on anyone else but as time passes they realize that teamwork can make things more easier" Towa said "I've got to learn that the hard way, before you were created, Vomi" he then continues.

"I can't promise that I'll get along with them, I-I'll try to cooperate no matter how irritated this idea is, so when are we officially meeting this team you talked highly about?" Vomi asks his creator.

"Sooner than you think, now go grab yourself a bite and head to bed"

Vomi nods "yes, sir" he responds before feeling Towa pressing his lips on the Bio-android's forehead.

"Cut the sir, Vomi, I'm your creator, not your boss; you can call me either Towa or Dad is fine" the adult says.

Vomi nods "I'll keep that in mind" he said before leaving the living room to the kitchen

Towa looks at his creation walking to the kitchen "dear Vomi, you will not just make allies but also friends, and I'll make sure to be there for you"
