There's no way that the Statue of Liberty could be a weeping angel because everyone would see it or hear it and go see it.

Something that big ought to merit Jurassic Park T-Rex steps that everyone notices so how come no one sees the Statue of Liberty?

It should never be able to move.  Everyone would see it.
