It becomes effective if your damage output is high enough. If your damage is at 0% then there's a 0.000000000000000001% chance that you get instantly killed by it. but the more damage you take, the higher chance of being instantly killed by that move increases. AND YOU KNOW WHAT THE WORST PART? I WENT AGAINST HIM IN A MATCH AND MY DAMAGE PERCENTAGE WAS AT 0. THEN HERO USED THAT F**KING MOVE WHACK ON ME. I GOT HIT AND DIED INSTANTLY. EVERY. SINGLE. F**KING. TIME!!!!! F**K HERO! *sigh* I'm done ranting.
