Everyone starts from lvl 5-10. To gain levels, you have to battle a certain number of wild non-OC Pokémon or other OC Pokémon.

For every 5 Pokémon you battle, you'll gain a level. But in order to encounter a wild non-OC Pokémon, you have to meet certain conditions:

•You have to trespass on the Pokémon's territory, basically tag me

•You have to piss off other Pokémon

If you want to battle other OCs, just ask for battle, but don't pester that Pokémon to battle you if they don't want to. And don't pester me about wild non-OC Pokémon. Or I'll eat your face.
