David "assault" Barry

Personality: a brash and angry young man with a surprisingly good heart. He's one of the least villainous students in the villain rehabilitation class
Power: second string
Explanation of power: every hit Barry lands leaves behind a "tag" when he activated his power, these tags activate and trigger a second strike exactly the same as the first. Each tag lasts a maximum of 10 seconds currently.
Crimes: vigilantism
Backstory: he worked alongside his best friend as a vigilante for many years before being captured by heroes.

Kevin "Battery" Romone

Personality: a surprisingly mellow boy, he seems to be Almost too laid back in contrast to his best friend who is always too high strung.
Power: double impact
Explanation of power: the user can set up a field in which the force of every impact is doubled. The range of this field changed depending on the amount of focus the user puts into it but it always centers on the user.
Crimes: vigilantism
Backstory: he worked alongside his best friend as a vigilante before being taken in by heroes.

Evan "hard drive" Williams

Personality: a boy who acts above it all. His power gives him a limitless supply of knowledge and thus allows him to predict the outcome of most things.
Power: living computer
Explanation of power: Evan's body is similar to that of a computer. He can connect directly to the internet via his brain and can connect to any device simply by touching it. He cannot come into contact with a large amount of water or he will "short out" which can potentially be fatal.
Crimes: blackmail, fraud, resisting arrest

Fritz "Hunter-Killer" Williams

Personality: an overprotective older brother. He can be quite defensive and aggressive when it comes to people he doesn't know but he's loyal to those he trusts.
Power: animal instinct
Explanation of power: it makes the user part animal and gives them the abilities and characteristics of that animal. In Fritz's case, his animal is a wolf.
Crimes: resisting arrest, assault of a police officer

Willow "broadcast" Miller

Personality: a sarcastic girl who has recently acquired a chip on her shoulder. She's mostly just a normal girl.
Power: Mental-Link
Explanation of power: she can create mental pathways between anyone she can see and herself. A two way path way allows for communication (like telepathy) while a one way connection can either slow her to read someone else's thoughts or force her own thoughts into their head.
Crimes: none
Backstory: willow never committed any crimes but she exposed several heroes on her radio show and was accused of defamation, she didn't have the money to fight the case and took an out that involved her getting into the villain rehabilitation class.

Hannah "chemist" Martinez

Personality: a slightly unhinged girl with a genius level intellect. She lived on the streets growing up and has developed a tough skin.
Power: chemical creation
Expiation of power: she can convert the nutrients and fat in her body into any chemical she understands the exact composition of.
Crimes: vandalism, arson, reckless endangerment, vigilantism
Backstory: Hannah was just a normal street kid who occasionally took on villains who tried to mess with her that was until she blew up her school in the middle of the night for reasons unknown. She was caught by heroes not long after

Silas "assassin" Brown

Personality: a broken boy incapable of experience any real emotion. He's pretty good at faking most emotions and he does seem to care for his sister but he is still overcoming a childhood filled with trauma.
Power: creation
Explanation of power: he can transform any substance into any other substances or object as long as he understands the composition of the object he wishes to create. He cannot create organic matter.
Crimes: 100+ counts of murder
Backstory: Silas was kidnapped at a young age by a criminal organization who trained him into the Perfect assassin. He was saved by his sister shortly before both he and his sister turned themselves into the police.

Carrie "Forgery" Brown

Personality: a serious and jaded girl who cares only for her family and nothing else
Power: replication
Explanation of power: she can transform other substances into an exact replica of any object in her line of sight. She can make small adjustments to her creations or combine multiple objects together but she cannot create anything brand new. She can create living matter and things but they serve more as dolls then real life, these organic objects disintegrate after an hour.
Crimes: 46 counts of murder, vandalism, arson
Backstory: Carrie spent most of her teenage years trying to find her brother, upon locating him she stormed a base full of criminals and killed them all before turning both herself and her brother over to the police.

Ryoko "Caller" Fuyusaka

Personality: a cold and often aloof girl. She sacrificed everything for her family and has no intention of putting herself in a position to do that for anyone else ever again.
Power: summon
Explanation of power: she can "summon" any object that she is capable of lifting directly onto her hands. A summoned object is instantly transported through space. She has to have eyes on a object to summon it, this does not work through electronic sources of vision such as a camera.
Crimes: larceny
Backstory: a thief who got away with larceny for many years before being captured by the vigilante known as "10-4." She kept all of her earnings in cash and used her one phone call to order her family to flee the country.

Alysha "pick-pocket" Ross

Personality: a completely unremarkable girl. Really, you probably won't even know she's there.
Power: presence erasure
explanation of power: she can completely erase her pressure by holding her breath. It is impossible to notice her while she is using her power however electronic forms of vision such as cameras will still pick her up.
Crimes: larceny

Lucian "Arson" Spence

Personality: a excitable young man with a unhealthy love of fire. He's a pretty nice guy but he's unhinged nature makes him a little disconcerting to be around.
Power: smoke stack
Explanation of power: the user can control and manipulate any smoke in a radius around them, this radius can increase with practice. "Smoke" can refer to any number of harmful gases including sleeping gas and carbon monoxide. The user also has completely immunity to the effect of harmful gases.
Crimes: Arson

Charlie "Blackmail" McCoy

Personality: a shy boy with a passion for photographer. He's not the type you'd think would ever become a villain.
Power: freeze-frame
Explanation of power: he produce camera lens from anywhere on his body, anyone caught in the flash of one of these lens is paralyzed for 1 minutes. Paralyzes cannot be reapplied while the target is still under the power's effect.
Crimes: blackmail
Backstory: he was secretly blackmailing several pro heroes with incriminating photographs. He leaked them to the press when they wouldn't pay but this lead the police back to him.

Abigail "Monster" Montgomery

Personality; a shy girl who passed the hero course test and yet asked to placed in the villain class. Her power often runs out of control and so she's always tried to keep to herself so that others don't get hurt.
Power: lovecraft
Explanation of power: she can trade in a portion of her sanity for various different powers. It's unknown how many powers she can access however she can only safely access teleportation, summoning tentacles, and mind reading.
Crimes: none

Sonia "Amplifier" barker

Personality: a girl with a tranquil mind. Sonia never seems to let anything bother her so it's useless to try and get under her skin.
Power: Power Amp
Explanation of power: the user can power up their targets power through physical contact. Using this power for too long can have severe consequences for both the user and the target. This power does nothing for the person's physique so if they're body can't handle their increased power then there's nothing the user can do. This power does not work on mutation type powers such as living computer or animal instinct.
Crimes: conspiracy to commit larceny
Backstory: Sonia was a low ranking member of the criminal organization "Horror show." She helped them commit several acts of theft but she never stole anything herself.

Ei "Terror"

Personality; don't let his child-like appearance fool you, this young man is one of the best manipulators on the planet.
Power: age
Explanation of power: allows the user to control what age they appear as. Internally they confirm to age as normal but they can shift their appearance and size around at will.
Crimes: fraud, larceny, reckless endangerment, driving without a license, grand theft auto, resisting arrest, underage drinking, drinking and driving
Backstory: Ei's bsckground is largely unknown however he and his partner calypso seem to have some connection to the criminal origination "Darling"

Calypso "calypso"

Personality: don't let her childlike appearance fool you, she's one of the most dangerous women alive. She may seem like an energetic young girl but she's far more calculating that even the most jaded of grown women.
Power: half-time
Explanation of power: calypso seems to move at half the speed as everyone else. She experienced days in 48 hours and she's half as quickly as the rest of the population.
Crimes: fraud, conspiracy to commit larceny, reckless endangerment
Backstory: not much is known about calypso's past but she seems to have some connection to the origination known as "Darling"

Samantha "10-4" Whitmore

Personality: a militaristic girl who believes a bit too much in the justice system.
Power: armory master
Explanation of power: the user can use their own energy and get to create any weapon which they understand how to use, they can change the characteristics of the weapon at will and can reabsorb the weapon when finished with it.
Crimes: vigilantism

Ben "Hit list" Carmicle

Personality: an average boy who accidentally got involved in the criminal life. Outside of his power, there is nothing special or note worthy about Ben.
Power: catalog
Explanation of power: allows the user to copy the powers of another person for 5 minutes. They can only copy powers that they have an understanding of. They can only copy each power once every 24 hours.
Crimes: conspiracy to commit murder, accomplice to murder.
Backstory: Ben was an average boy who would share his insights of the powers of heroes and other high profile individuals with his friends. Unbeknownst to him, one of his friends was working for the organization "darling" who was passing on his analyses to help with their murder plots.

Dominique "killer king" Jackson

Personality: a girl who is horrified by her own actions and being. Dominique tends to keep to herself as she thinks she can only bring others pain.
Power: vampire
Explanation of power: the user has superhuman abilities. Increased speed and strength, tougher skin, enhanced senses, and razor sharp fangs, however the user burns through a large amount of iron resulting in severe anemia. Drinking blood seems to clear the anemia up much more then simple iron pills do. If the user's anemia is left untreated then they will enter a "bloodlust" state.
Crimes: 2 counts of murder
Backstory: Dominique's parents hated her power and refused to treat her anemia. She managed to get by for a long time but eventually she snapped and entered into bloodlust mode. She killed both her parents before the police were able to subdue her.

Celina "Hemlock" Millhouse

Personality: a girl who understands the cruelty of the world and seeks to fix it.
Power: floral poison
Explanation of power: the user can release a poisonous gas mixed with flower petals from their skin. The gas is a mild irritant and can cause a person's mind to slow before eventually knocking them out. The petals will dissolve upon contact and leave chemical burns behind when they come into contact with skin. The gas and petals dissipate too quickly to run tests on. The user also gains an incredible level of poison and chemical resistance.
Crimes: assault of a police officer, resisting arrest.
Backstory: Celina was leading a protest that eventually escalated into violence. She used her power to stop the police officers from hurting any of the other protestors and gave them time to escape but she was captured in the progress.
