Explanation of power: the user can falsify emotions in another person just by touching them. These memories will wear off after 24 hours.

Second and third chair
Twin terrors of the strike team
"Matchlock" and "clover"

Personality: a duo of criminals who have been working together for as long as they've been criminals. Clover is energetic and chatty while matchlock is cold and sarcastic.
Powers: magic bullet and lucky charm
Explanation of power (magic bullet): the user can change the trajectory of any bullet fired from a gun they are in direct contact with.
Explanation of power (lucky charm): the user can imbue any object they touch with good or bad luck. The enchantment last 24 hours.
Crimes: murder, larceny, vandalism, assault

Fourth chair
Head of the counter-intelligence division
"Dismount"

Personality: an incredibly laid-back supervillain with a pretty large lazy streak. It's unclear why he's the leader of the counter-intelligence division as he doesn't have a power or personality that would lead him to success in that field.
Power: wave rider.
Explanation of power: the user can summon waves of water at will.
Crimes: larceny, murder

Fifth chair
Head of the assassination division
"Pyrrhic"

Personality: a jaded girl who enjoys putting heroes in their place.
Power: pain split
Explanation of power: any wound she receives is reflected back onto the one who inflicted it so that they share an injury.
