Oh, you thought that this was an A/N, didn't you? Nope, I'm doing perfectly fine in the creativity department; I just need to work on the laziness problem. Actually, I'm telling you I'm sorry because it looks like I got my information wrong.
I went to a museum today, and it was really fun and all, until I found this:

...It looks like Rick Riordan based our "General Beauregard" on a real person. And that person was a Confederate.
This also means that if General Beauregard was a half-blood, he would be Roman.
So Silena was not the first known Greek legacy other than Frank. She was the first known demigod that was both a Roman legacy and a Greek half-blood. So she's like the Greek parallel for Frank!
This also works power-wise, as the Romans feared Neptune and didn't respect him as they did Jupiter. So it makes sense that Neptune would have weaker powers and a smaller range than his Greek counterpart, similar to the Athena-Minerva thing, except not as extreme. Likewise, General Beaureguard and his descendant would have weaker powers and a smaller range than the Greek version, explaining why Frank can shape-shift into animals and Silena can only change her appearance.
