Victoria is a fourteen year old with lord blood, the one third of the Fire Lord's strength doesn't mean she's not that weak, if she concentrates enough on one goal, her power will go above 25% of a normal human should handle, this allows her to sometimes cheat death with pure determination, but it's a dangerous thing, as seen in True flames, seeing as she was fighting a demon who lost it for a long while, surprisingly, that's not her full power.
