I mean obviously rei and the Todoroki siblings could see Touya. If toga has any siblings and they were nice, they could come see her. Shigaraki's grandparents, mom and sister obviously let them see them

I could give Shigaraki gloves like mine but in the past. So he doesn't have to worry about accidentally killing anything with his quirk
