Max basically stuffs her hair in a hat to make it look short since that what she prefers. Plus it makes it easier to hide her puppy ears.

Just a simple black hat to cover it.

People expect her hair to be short before she lets out all of her hair from her hat.

Again. She has preferences with her hair.

Though she'll keep her hair down if she's comfortable enough to do so.
