Quirk information -
She makes a dome around her that looks like the night sky with all the stars and constellations. She pulls her bow out of the dome and makes arrows made of pure star light, and she uses this to stunt the target. Then once they're frozen, she uses her bow to hold them hostage, making chains out of pure light. She can catch up to six people. The arrows don't kill people, but they do feel a light shock or pinch once going through the target. Her arrows won't go through anyone but the person she was aiming for, so blocking it isn't a good idea.

Drawbacks -
This can only happen in a shaded or dark spots and there has to be enough time for her to summon as many arrows as she needs. She gets blinded for up to 35 seconds, so she has to pinpoint by sound, and if there are too many noises at once, she loses concentration. The arrow can be bounced off of objects that reflect light, or it can even be absorbed by things like cloth and hair.

Personality -
Kira is a very quiet and calm person, she usually keeps her cool and thinks things through, but she does have anger issues. She's very sensitive but due to that she's compassionate and empathetic about others, so when she catches whom ever she needs, she tries her best not to disregard or irritate the subject in anyway, that includes handling them with care and giving them things they may need, even as simple as a glass of water. Once she gets serious however, she won't hesitate to put an arrow through the subject.

Other -
Kira's first language is Russian. She can speak English and Japanese, and recently moved to japan to help with catching villains and to investigate murder scenes. She's really good at her job and finds the thrill of a kill and the excitement of finding the correct suspect interesting, she won't hesitate to put her life at risk if it means bringing someone justice.
