Universe. Star trek multiverse
Enemies. Federation and section 31
Allies. Anyone who is not allied with federation Starfleet and or section 31

Can be any species and it doesn't have to fit into the star trek universe if you don't want

Leader.  1 person needed
Second in command 1 or 2 people needed

Double agent. Unlimited

Tech hacking person. Unlimited but more than one needed

Snooper observer.  Person who actually spies and tries to be sneaky and gain information without being seen. Unlimited

Trainer.  Person who trains the spies. Unlimited more than 1 needed

Makeup disguise master. Person who creates disguises for spies.  

Mission planner. Plans the mission and decides which location to target for the duration of mission.  At least 5 to  10 people needed

Assassin killer. Person who kills the enemy once the information is gathered. Unlimited. More than one needed

Recruiters. Person who spies on certain candidates and sees if they are worthy to join. More than 1 needed but unlimited
