See, Tony, he's a good guy. But he hits his daughter, he's pushed her into danger, he's called her Rebecca instead of Rachel, she fought on the opposite team to him.

Then, we have Bucky and Ellie.

You can tell he's done everything he can for her, that he would do anything for her. He protects her, see the way she hides behind him when Steve's in their apartment. See "I swear, Ellie, I'll do everything I can to protect you". See him trying to distract her when she asks what will happen if they get found. See just how relieved Bucky is when he sees that Ellie's okay. See how he told Sam and Steve to leave her out of it when they started asking about Siberia. I could give so many examples. But, just, the point is you can tell just how comfortable Ellie feels with Bucky. I mean, hence the fact that Kallie said the writers wanted to depict Ellie as having severe separation anxiety.

Rachel - that's her biological father, who she's in the care of, but he could care less about her, and, by result, she could care less about him.
Ellie - this is just some kid Bucky got stuck with, but he would give his life for her, without a second thought.
Also, they're both redheads.
