Idalia is a kind soul, but it seems to be only towards those of her kingdom. They're her people after all, and they are the only ones that she seems to have a place in her heart for. Kindness is shown to all of her people, despite what their social status may be. This woman is calculated - she thinks through possible solutions and outcomes. She has to know everything before making decisions. Again, that's only to people that are of her kingdom. 

To an outsider, one wouldn't think this woman was the queen of summer. Idalia can be cold and quick to the point. After all, she has a kingdom to rule and people to protect. She won't handle her time being wasted and will talk down to anyone who does. Idalia will come across as being a snobby queen, thinking herself highly of people she may have just met. And while that may be true, she wants people to understand who they're dealing with: a queen and not some ordinary person.

Background: 

It still remains unknown to people how Idalia came to them, but when she came into the Summer Kingdom, it was like it was a sign from the gods. She came in during the solstice, which also happened to be her birthday. It was the start of the golden age they would enter. Immediately Idalia became the queen of these people, with her court of counsels to help her rule the people. 

Idalia herself, only remembers wandering through lands until she came across a kingdom with a golden castle, as she describes it. She was shocked when these people told her that she was the queen that they were waiting for, but still accepted the position. So, she always associates herself as being someone of the Summer Kingdom and knows of nothing before then.
