A small boy growled as he tried to get out of the downpour of the Minister's rain. Lazy, if you ask him, but it was powerful. He raced into a cave to wait out the rain. He sighed as he looked at the rest of the sector. The people were already at work, doing whatever they were supposed to do. He gulped as he looked at the sky.

"Arceus... hear my call... help me out..."

He sighed as he relaxed. He had gotten minor help here and there from The Ranger Union and some fighters. But nothing too strong. His most memorable was Admiral, a girl born for the waves. The rain was nothing to her. He smiled at the memory before seeing the rain pause. He took off and got to his boat, which rested in the nearby harbor. He turned the boat's aura on before the rain started. He shakily stood up and went over to the wheel. A small pokemon quietly rested near it. He gently touched its head before urging the boat forward. Everything felt heavy as he watched the rain force its bidding on the people.

"Someone... help..."

A soft noise escaped him as he stared at a small island that was untouched by the rain. An ultra small dock was placed there as well as a small cabin. A large roof covered the whole setup in case the rain did some here. He picked up the resting pokemon and went through a small door below deck to the docks. He sighed as he went into the cabin and climbed down the latter. The small pokemon woke up and climbed onto his head. He smiled as he entered a small, underground base. A loud sigh escaped him as he went over to a laptop.

"No quests... no missions... no operations... from anyone... typical..."

He groaned as he sat down on a nearby couch. His eyes landed on the phone as he paused. Would anyone answer? Doubtful. He then decided to risk it and went over to it. His hand gripped it while his other hand tapped some buttons. He put it by his ear as silence followed. He didn't expect much from the main base, which he had deemed as 'unsafe'. But an answer followed.

"Hello?"
