Where and How she trained
Cult Leader: Princess Hina Owada
Cult Beliefs: Those with quirks were the enemy, and the pro heroes are what makes society weak and lazy. That there's no place for such heroes when all they want to do is weaken the rest of society when they go unchecked and can turn on civilians at any time. And when that happens, the rest of the world, especially the quirkless will be at the mercy at whoever decides to take their peace from them.
Cult Origin: Princess Hina Owada is the youngest of the royal family who is rumored to be descended from goddess Amaterasu. Her older brother is set to be the Emperor of Japan when her Father dies, who has trained his whole life to take on this role. While she's been ignored by her Father and Mother, something that she always resented her brother and her parents for. Because the only way that she'd rule Japan is if her brother had died or was found unsuited for the role of Emperor. By the public anyway. Her brother was a very corrupt man, and she was convinced that she'd drive the nation into the ground.
He had tormented her her entire life for being quirkless and not having a power. He also pinned his friends against her, and she was getting tired of the abuse from her brother.
However, she had been training and teaching herself how to fight and she was becoming stronger than her pathetic older brother who's only friends were those who did his biding.
So, when she was eighteen she had enough of her brother getting all of the attention, she had made a plan. She ran away from the palace and she made taken some of the King's money and she started recruiting people who were against her brother as much as she was, and one of the leaders that she had recruited was a man with the last name of Sunobu, who was in-charge of training the recruits in the old fashioned style of ninjitsu and the art of samurai. She wanted to prove to people that even those without quirks can be strong, and if pushed they can be even stronger than those with quirks.
She had many followers throughout all around the world who were also tormented and humiliated for being quirkless, and she had talked about how those who opposed them were the enemy. That the day will come where they would wipe out those with even the most powerful of quirks.
So, Sunobu who was the Princess' most loyal follower, trained the ones who were quirkless in the ancient arts that their country had abandoned. She became obsessed with her mission, and she had picked a few that she personally trained.
She did all of this on the Hashima Island that had been abandoned since forever. She stayed there to do her training so that people wouldn't suspect her of being there.
She got so obsessed with this mission, that she had started to recruit children of her followers as well that were quirkless and start training them younger. Sunobu's son, Katakana had been trained by his father, his mother was the princess herself, which meant that he was set to take over his Mother's work.
The children were easier to control, since they were still very impressionable. She had started to do experiments with substances to make the children stronger. The soldiers were trained in the underground tunnels that went far under the Earth's surface, which is how they were able to stay hidden for so many years.
She started with the properties of the red poppy flowers, since they seemed to have an ability to bring back life or heal someone from it. They tested it out on multiple animals, but none were effective. She would probably be able to make it work on something bigger.
They then started to test it out on humans, and when she was presented with the daughter of Okami years later, and they healed her from near death. From that the followers only were more devoted being that she was able to bring back life.
From then, she had used the poppy substance to make the children stronger and more likely to follow orders. They found that them inhaling it was the most effective. The side effect however was that they started to forget the life that they had outside of the organization, but that was a price the Princess was willing to pay if that meant overpowering her brother. She died before she was able to see that mission fulfilled, but not before she used her most skilled fighter to kill her brother. And they did. When she died, her son Jake had taken over the organization to keep her legacy alive.
These kids were trained in ninjitsu and samurai arts along with other techniques from countries all around the world. However, her son had taken things to the extreme and started teaching them about how to not let fear get ahead of their missions. He started implementing the arts of Bacom and Krav Maga along with other deadly techniques. He felt that his Mother had taken too easy of an approach to make the best soldiers.
So, they started being under fear serums along with the poppy gas. The fear serum was designed to make them see their fears and learn how to move passed them. This was effective, but they had taken it too far and it was making the trainees unable to refuse orders
Also to prevent rebellion and eliminate the weak there were certain tests to be taken. If they didn't pass, they would be eliminated from the organization. If one went against what a leader said, they'd be eliminated or made an example out of.
While there were those trained to be assassins, there were a section where young girls would be trained to be used as weapons for the assassins. Trained to take orders without question, and be even more deadly than the assassins themselves. They were trained in a different division than the boys, so that they couldn't interact. They were also separated from each other. The girls weren't taught to read, talk or write. Since Jake believed it served them no real purpose in battle. His own daughter, his only quirkless one, was trained to be one of these weapons. Where they were trained to be able to predict what someone is going to do before they think of doing it. Instead of speech, fighting was their only source of communication. They never learned to socialize, they only knew fighting.
Katakana's wife didn't know what he had been doing. He had often taken his daughter with him to the island, but he said he was taking her to school and he was going to work when in actuality he was training her in such a brutal way to take down anyone who either found out about what they were doing, or eliminate anyone who was against them in general.
At five however, his wife and other children believed that she had died. So he was able to keep her there all day everyday without suspicion being drawn. The poppy serum and shock therapy were used on her to forget her family, but they were selective and kept the training that she learned. Even though she was the weakest one there, it only made Jake push her much harder than the rest of the children used to be made into weapons and assassins.
They were taken down however, when the recent Emperor had sent pro heroes to investigate Gunkanjima Island since there was suspicious activity happening there. The Island collapsed, and all but one of this organization survived, but she escaped into the nearby town Nagasaki where she was found by All For One, and he had been monitoring the organization that trained the children so brutally, and he had decided to recruit her in his own movement.
He had used the same poppy substance that was previously used on her, and by now she had forgotten everything about her past. Tomura Shigaraki recognized her, and AFO had allowed him to keep an eye on the skilled assassin, who he used to take out anyone he didn't want around anymore.
