This world is ruled by man eating beasts who eat human flesh for funsies.

There are 3 groups in the Military:

The Military Police,the group who maintain order inside the city walls,known as the Dream Job because of it's far proximity to the Titans

The Garrison,it's Humanity's first line of Defense,protecting both the Titans and the Walls,that keep Humanity Safe,but at the same time,Trapped like birds

And Finally...

The Survey Corps,they take the dangerous jobs,crossing into Titan Territory to make routes and paths for Supplies. Going in this job is basically Suicide.

Now,as Captain Keith Shadis would say:
