We were surprised to hear that.

"Ahh...So, you want to meet my friend, Tsukiko," Miss Shiori smiled.

"Your friend?" Hotaru asked.
"Yes, that's right."

"Can you please take us to her. We need her help!" I pleaded the model.
"Help? What kind of help?"

"I need her powers in order to defeat Kiyomi," I said. Miss Shiori seemed unfazed hearing this. It was as if she was expecting it.

"Please!"
"Okay, I never said I won't take you to her," she smiled.
"Yay!" Asuka pumped her fist in the air.
"Thank you very much, Miss Shiori," I bowed before her in gratitude.

The next day, Miss Shiori picked up the three of us from Hikari's place in her car and drove us to Tsukiko.

"Wow...I never knew there were cars in Niraland!" Asuka blurted out. "Asuka, don't behave like a child," Hotaru told our over-excited friend.

The drive wasn't that long and soon we arrived in front of an administrative-looking building. It seemed that officials used to come here and work.

We got off the car and followed Miss Shiori inside the building.

After passing the long hallway, we came before a door. The name plate on the door read... 'Mayor'?
"I'm coming in," the model said as she turned the knob and opened the door. We followed her inside.

By the window, looking outside was a woman who wore a gorgeous dress. She turned towards us and smiled.

She looked exactly like a diva!

"I have brought them here... Mayor Tsukiko."

What? The Mayor!!

Tsukiko, one of the four Great Witches...was the mayor of Sicilia Federation!

"Yes, thank you for bringing them here, Shiori," the mayor thanked her friend. "Umm...can you explain what is going on?" my brunette friend asked.

"Yes," Tsukiko replied. "I am Tsukiko, one of the Four Great Witches...and this city's Mayor. I am the founder of Sicilia Federation."

It just got more confusing.

"Let me explain..." she continued. "Long ago, us four Great Witches used to stay together. One day, we decided to go on our separate ways. I came to this place and founded a city, which came to be known as Sicilia Federation and became its mayor."

"Under the Moon Witch, Tsukiko's able leadership, Sicilia Federation has never been more prosperous. This city is also called the Moonlight City," Miss Shiori added.

"I see," I replied.

"I have heard from Shiori that you are going up against Kiyomi. Are you sure about your decision?"

"Yes, I'm positive," I said with determination. "But I need your help."
"I understand."
"So, are you going to help us?" This time Asuka asked.

Suddenly, a sad smile appeared on Tsukiko's face.
"What's wrong?" I asked her.
"Oh, it's nothing. Just remembered something..." she forced a smile on her face.

"Anyways, I understand your problem. Okay, I'm going to help you."

She raised her hand and light started emitting out of her palm. Soon, the light transformed into a mirror.

"Here," she handed me the mirror.

"What is this for?"
"If you reflect the Moon's light on the mirror, it would do wonders for you..." Tsukiko smiled.

"Thank you!" I cheerfully said.
"Yeah, thanks!" Asuka grinned.

"I wish that the moons and stars show you the right path..." Tsukiko said.

After leaving the Mayor's building, the three of us walked to Hikari's apartment, where we bid her farewell and left Sicilia Federation for good.

Meanwhile, at the Mayor's place...

"You decided to help them rather easily," Shiori asked her friend. The same sad smile was plastered on the mayor's face.

"I had to. After all...it was our fault that Kiyomi has become like this," Tsukiko sighed.

Shiori placed a hand on the witch's shoulder. "Don't regret the past, hope for the future," she said.

The moon witch smiled.

"I hope Natsu can bring Kiyomi back to her previous self..."

*flashback*

"What do you mean you all want to leave!" the angry teacher demanded her students for an explanation.

"We just think that we have learned enough! Now we want to go on our separate ways and train ourselves!" the blonde student said back.

"Yeah, we want to make Niraland a better place to live in with our powers," the white-haired student chimed in.

The black-haired student and the azure-haired student nodded in agreement.

A wicked smile appeared on the face of the teacher,"You...want to protect Niraland?"

The students stared wide-eyed at the sudden transformation of their teacher.

"Very well then! I will be your greatest obstacle and bring doom to Niraland! I, Kiyomi, will become the new dark witch!!"
