Tsunade was ready to throw some things towards the council because all they do is complain all day. To be honest..She hated the Hokage job and wanted to quit however that would mean that Sasuke would be in charge which would be a disaster.

It's been 16 years since Konoha was great and she blamed the Civilian Council and the Elders for their downfall. They just had to get rid of Naruto because he hurt the "loyal" Uchiha. Now look where it's gotten them..Villages avoid them like the plague and there's hardly any missions anymore. They keep blaming Naruto for this predictament when it was really their own stupidity. What's worse is that some of the heirs have gone missing and no one can locate them at all which lead to their parents wallowing in sorrow. Yes 

"Will you guys shut up and help us figure out a way to gain allies." Tsunade Said. The Civilian Council stopped complaining and started to pay attention.

"Troublesome..We have no allies and it sounds like a 4 Great War is upon us." The Naru clan head said with a sigh. 

"It'a The demon brat's..." Mebuki started to say before she felt killing intent.

"It's not Naruto's fault that this is happening so stop talking. This is you and the Civilian Councils fault.." Tsunade Said.

"We Just did what was good for..." Mebuki started. Luckily Tsunade stopped her.

"What you did wasn't good for Konoha. It made things worse!!! We lost all of our allies and trading agreements and we hardly have any missions any more. What's worse is that our enemies are trying to destroy us and we hardly have any power left to stop them. So I'm going to do what I've Should have done years ago...The Civilian Council is disbanded." Tsunade Said. The Civilians tried to protest, but Tsunade just lifted some of them and literally kicked them out.

"Wow..Hime. I never thought that you had it in you to throw them out and disband them." Jiraiya Said.

"Spare me that Jiraiya what do you need to tell me." Tsunade Said.

"Well..Uzu got rebuild 4 years ago." He said.

Before you ask..The elders aren't there anymore because they been found guilty of treason after someone's failed Assassin attempt on Tsunade 13 years ago.
