Backstory:

Serena Thornton is the foster mother of Blaine Phoenix and the childhood friend of Elanor Phoenix. Elanor and Serena have known each other throughout they're childhood years, they've grown up in the same streets, attended the same school and we're both raised by upper Classmen families.

When Elanor was struggling to cope with the loss of her husband, she gave Blaine to Elanor for better raising because she was the only one she knows who can raise her son in her absences, she told Serena she will return for her son one day.

Throughout Blaine's childhood and teenage years, Serena has been raising Blaine through out his years from a child to a teenager. When Serena revealed to Blaine she's his foster mother, he felt sad on why his mother gave him to Serena, she explained to Blaine that his mother was struggling to cope with the loss of her husband and wanted Blaine to be raised with someone who can help him grow up into a fine person.

When Elanor returned she was happy  to see her alive and well, however. It wasn't until the Arkham Knight shot Elanor, she promised Elanor to be there for her son. She was proud to have raise her only son well and that he became a fine person alongside a hero.
