Explanation:

Person 3 said he could not tell what was on his head.
If  there were 2 jitos on person 1 & 2, then 3 would have confirmed that, popo was on his head. But he said he could not tell. So, it is clear that, either 1 popo 1jito is placed on persons 1 &2. or 2 popos on both 1 & 2.
Now, person 2 also said that he can't say what was on his head. If there was a jito on person 1, person 2 would have confirmed that a popo is placed on his head.
So person 1 understood that a popo is placed on his head.
