The scene picks up with all 100 candidates moving in the next round. They run in when Htimoi and Izuku hears someone calling for help, and goes to see a "child" and approaches him. Unfortunately, Izuku said the wrong thing and the helper breaks character momentarily to correct him.

Helper: The first thing you should do is see how bad my injuries are and if I can walk. I'm breathing kinda weird, too, aren't I? And didn't you even notice that I'm bleeding from the head? People with hero licenses should be able to judge a victim's condition in an instant!

Hitmoi: (thoughts) Are the people from the Help Us Company gonna be grading us?!

That helps the kids realize that the HUC members were gonna be acting like judges to score them based on their approach for this.

Helper: Your gross lack of training is all too apparent right now. You better shape up and pay attention, newbies!

Arc then notices how other examinees were setting up areas such as a helicopter landing zone, a first aid and evacuation zone, and work out separating the area from the damaged areas.

Helper: Until the police and firefighters show up, you need to exercise authority and make sure this goes off smoothly. Think of the victims here. They must be terrified. There are many aspects of being a hero. But take note. There is one thing to keep in mind above all else. Anyone who needs rescuing is having the worst day of their lives. And the first thing you said was "This looks bad"? Seriously?

Izuku thinks back to All Might's debut video and smacks the sides of his head. Arc is similar as he recalls the rescues his parents did and how they would handle the situation. They give a smile and go into character.

Lightning and Deku: It's gonna be alright.

The helper seemed satisfied with that and goes back into character. Deku then says he'll carry the "child" to the first aid station and for the others to move out. They decide to not only break in smaller groups, but to team up with the other schools to help.

(with Hitomi) 

Hitomi decided to follow after Iida and the others, following her class rep's instructions along with the upperclassmen's from other schools. 

 She held up unstable structures with her force fields as her classmates carried victims out, and made makeshift gurneys to take those unconscious or unable to walk to the temporary refuges the other schools had made.

Although she was anxious, she followed the advice that child- or, well, she supposed it was an adult since he was a professional rescue victim- had given Izuku, doing her best to comfort the injured as she helped them out.

As she was taking the latest victim she'd found to a nearby refuge, her mind drifted back to Yoshiho.

Hitomi: (thoughts) She seemed pretty cross when I ran into her, and she wasn't talking to anyone earlier... Would she be able to pass this portion of the test...?

Hitomi shook her head as she approached, bringing her attention back to the task at hand. A second-year student ran towards her.

Student: You! Bring him over here!

Hitomi: Uh, right!

Hitomi followed after them, pushing her force field-gurney with her as she explained the victim's injuries to the second-year. 

Hitomi: He's injured his leg, but there doesn't seem to be any fatal wounds. He's not responding properly to questions, though, so there might have been some sort of head injury.

Student: In that case, we need to take him over this way. 

The second year student gestured for Hitomi to follow them to a different area of the refuge. 

Student: We can asked him better over here.

After Hitomi left the victim with the second-year, she ran back out again, looking for any more people who needed rescuing. Checking debris, using the plasma from her force fields to light up darker areas, carrying more victims to the temporary refuges.

(with Yoshino) 

Hitomi: You're scared... because you're afraid it's all true. You're afraid they're right... you're afraid you really are worthless. ...you're more than what they say you are.

Woman: Why're you just staring at me? You expect me to walk on my own with a twisted knee? Points docked.

Yoshiho blinked, refocusing on the woman at her feet. She'd made it to the second portion of the test, where those who passed the first portion would rescue disaster victims, played by actors from the H.U.C (Help Us Company). 

Yoshiho: Ah... sorry.

She lifted the woman into the air with a small gravitational field, making her way to the closest temporary refuge.

Woman: "Sorry"? Is that all you can say in a crisis, young hero? The people you save will hardly feel reassured. (sigh) Points docked. 

Yoshiho held back a frown, trying to keep her voice level. 

Yoshiho: ...Right. Everything will be fine, ma'am. I'm taking you to a safe place that will offer aid for your injuries.

She heard the woman sniff. 

Woman: Better. You're more than what they say you are. You're more.

That screaming match she'd had with the force field girl during the first portion of the test wouldn't stop popping up in her head. It was like Yoshiho was in a daze as she handed off the lady to other examinees at a medic station.

She couldn't... stop thinking about what the girl- Kanetsukabe, had said. What she'd said when they were fighting... had shaken Yoshiho in a way she couldn't fathom.

The UA girl couldn't have possibly known what she was talking about... but her words felt like they had cut Yoshiho to her very core.

She was scared?? Afraid everyone who told her she would never amount to anything was right?

Kanetsukabe couldn't have possibly known how she felt. She'd never even heard of the Koatsu family until today.

So... why... did it feel like her words hit so close to home...?

Yoshiho's mouth unconsciously settled into a scowl at the thought as she helped another H.U.C. victim up from the ground, making them squint at her. 

Helper: That's not an appropriate expression when rescuing someone... (dusting off their pants) 

Yoshiho: (groans, running her hand down her face) Let me guess, Points docked.

Helper: And for that attitude, additional points docked.

Yoshiho couldn't even focus on doing this part of the test properly. Her fight with the force field girl kept replaying in her head, like a roll of film on loop. Her words kept turning over and over in her mind, and they wouldn't stop. 

Htiomi: You're afraid it's all true. You're afraid you really are worthless. You're afraid they'll realize they're right.

The way Yoshiho had reacted to those words was appalling. She'd completely lost her temper, being careless and imprecise with her powers and nearly suffocating the UA girl.

And she hadn't reacted that badly since... since...

...Her fight in middle school with Sanzumi.

And... Kanetsukabe's words had set her off like that because... Because... 

Yoshiho helped another examinee clear away some rubble with her quirk, watching listlessly as they helped another H.U.C victim out of the debris.

...She was afraid.

The revelation caused a mix of horror and relief to flash across Yoshiho's face, feeling like a pile of bricks crashing down on her and a weight lifting from her shoulders at the same time.  

Everything Kanetsukabe had said was... true.

Kanetsukabe was right. Yoshiho had to steady herself against some rubble, swallowing the lump that had formed in her throat. 

Yoshiho: 

 Yoshiho was scared. She was scared that all her work would be for nothing, that she wouldn't be able to make it as a hero, that everything everyone had said about her, from her old classmates, to Sanzumi, to her dad, to her mom... would be true. She was terrified she would just be proving them right, that she would never be anything more than what the world had already deemed her as.

An estranged child whose mutated quirk caused her family to fall apart.

Yoshiho bit her lip, taking a deep breath. There was something Kanetsukabe had said that stuck out more than the rest.

Hitomi: You're more than what they say you are.

Yoshiho felt she only said that from a place of ignorance. After all, it was clear she didn't know the full story.

But... 

oshiho wanted it to be true. She wanted desperately, more than anything, for that to be the case. But when she thought about her reaction to the UA girl, all Yoshiho could do was grimace.  

All she had done... was act exactly as her mother had predicted. Losing control of her temper. Lashing out.

She'd reacted horribly. 

And looking back at it now...

Yoshiho understood the way she'd treated the force field girl was wrong. She sank to the ground with a groan, cradling her knees against her chest.

The UA girl really didn't know anything about her... and that wasn't her fault.

There was no one Yoshiho could blame for her unfair reaction to Kanetsukabe but herself. She'd said some abhorrent things to the girl, all from a place of anger that was fueled by her own insecurity.

And that was wrong of her.

That wasn't what heroes did.

(with Arc) 

For a while, each of them were doing their best to help others and taking notes of the situation. Everyone was doing pretty well for a bit, until another aspect of this test began. From the stands, explosions began going off along with ones from the area.

Deku: What happened?

Lightning: It's coming from the stands.

Crimson Sorceress: Heads up, guys. We've got company.

The announcer then states the a villain had done another large scale attack.

Lightning: Everyone, get ready! They've just started another part of the exam.

Shindo: You think so?

Deku: Yeah.

When the dust clears, they gasp and saw Gang Orca on the scene with his troops playing the villains.

Gang Orca: Tell me, wannabe heroes. Can you rescue people and fight at the same time?

Deku: That's Gang Orca!

Arcturus: (thoughts) Not gonna lie, if this wasn't a test, I'd be pretty excited right now.

The soldiers then move out and began swarming the area. It was definitely intense, even Aizawa admitted that a pro would find this difficult. Thankfully, they get into the mindset immediately to protect and fight.

Lightning: Everyone, we have to work together. Those who are best with long range attacks, help hold back the enemy. The rest of you, keep helping the bystanders evacuating.

Everyone: Right!

Shindo rushes forward and heads straight for the group of Villains.

Deku: Shindo, wait!

Shindo: Get them as far away from the Villains as possible! I'll start hammering away at the henchmen at one second intervals.

Lightning: No, get back! It's too dangerous to move the civilians, rushing to move them can only make their injuries worse!

Shindo didn't listen as he places his hands on the ground and starts using his quirk to break the ground underneath the terrorists feet, making a group of them fall. Shindo was suddenly rushed by Gang Orca as the hero uses a sonic attack right near Shindo's head.

Gang Orca: A single rear guard to hold us back? You've underestimated me.

Arc helps everyone moves while they move. Suddenly the wind starts to pick up as a loud voice is heard. 

Inasa: I'm gonna blow you evildoers away!

Inasa appears out of nowhere and hits the Villains with a wind attack, destroying the ice that Todoroki made as he floated in the air.

Inasa: A second villain attack. Man, they really pulled out all the stops for us, didn't they?

Both Todoroki and Inasa noticed each other as the same glare returns on Inasa's face. Inasa's glare was intense and filled with hate. 

Inasa: Of course you're here, too.

Todoroki: Why don't you go help guard the first-aid station instead? Your quirk would be good for that.

Todoroki's left side is ablaze as he sends a fire blast in Gang Orca's direction, but Inasa fired off a wind attack that dispersed the fire.

Unfortunately, due to Todoroki and Inasa having an argument, Todoroki was nearly hit when Robbie blocks it with his fire.

Inasa: Why'd you use your flames? The heat makes the air rise up!

Todoroki: I was trying to dry him out, he didn't fall to my ice earlier. You ruined my shot on purpose, didn't you? Using your wind to blow away my fire.

Out of nowhere the two started to argue.

Inasa: You blocked me so you'd get all the glory!

Todoroki: What? Why would I do something like that?

Inasa: Why wouldn't you? Hatred's in your blood. You are Endeavor's son!

Gang Orca: This is outrageous. You're arguing right now?

Cement shots were being fired and Robbie was doing his best to fight as Todoroki and Inasa were arguing. As the fight went on, Todoroki and Inasa tried to fire again, but Todoroki's flames were knocked to the side and nearly hit Shindo who was knocked down nearby. Before the flames hit him, Arc ran in and grabbed him just in time before he was burned.

Lightning: (frustrated) For fuck's sake, what're you two doing?!

He lands and sets Shindo down before looking angrily back at them.

Lightning: You're in the middle of a battle, and you're arguing like immature children? It's not exactly hero mode, is it? I don't care what bullshit you both have with each other right now. If neither of you can fight, help with the evacuation and get out of the way.

Ghost Rider: But if you wanna help us fight, get off your high horses and work together!

They seemed to have snapped them out of their bickering before they get hit from Gang Orca's sonic attack. Arc and Robbie stand ready when Wanda and Shuri join them.

Lightning: What's the status?

Crimson Sorceress: Almost everyone's been evacuated. Are Shoto and the loud moth alright?

Ghost Rider: Apart from the migraines they probably got, they're fine.

Black Tiger: Looks like we're gonna have to step in.

Crimson Sorceress: Agreed. Let's hold the line while the others move out.

Working together, the four zoom in and battled. The henchmen were beaten pretty quickly and went to fight Gang Orca.

The man was able to battle the four even with their immense powers. Shuri uses then blows she took from the punches to blast a Kinect pulse that sent them back, Wanda and Robbie restrain him with the chains and telekinesis, and finally, Arc finishes him off by running around him and throws a lightning bolt.

Once done, the rest of the classes join them and saw that Orca was still active against them.

Gang Orca: Not bad. But I'm not down yet.

The Four: Neither are we!

Ghost Rider: HELLFIRE TORNADO!!!

Ghost Rider swung his chain around in circles as he traps Orca in a fire tornado.

Gang Orca: A cyclone of fire. Not bad. An ordinary villain would give up. Would weep and beg your mercy. But what would you do, if your desperate trap was not enough? You must always be planning your next move. 

Gang Orca then uses his ultrasonic wave attack to disperse the tornado of flames.

Gang Orca: So.... What now?

Arc speed dashed towards Orca with blue lightning, unknown to him, the color of his lightning changed from blue to cyan as Arc did a kick which Orca blocked it with his arm. 

Gang Orca: (thoughts, surprised) His lightning... changed color...? 

They ready to keep fighting, but the buzzer goes off and the judge announces that all HUC workers have been saved and the test is over. 

They'll tally the scores and give the results later, and the students can switch out costumes and get treatment if their injuries are serious.

Robbie: (changes back) Glad that's over.

Arcturus: (removes mask) Same.

Wanda: (helps Todoroki up) You okay? 

Todoroki: Yeah... I'll have to thank Arc again for reminding me on what's important. You've got a good brother.

Wanda: Yeah... A good brother...

He noticed that she didn't sound happy by that, but doesn't say anything.

(short time-skip)

Everyone was soon gathered by a large board that would display the results. Everyone was on edge as it felt that their future was in the line.

Mera: Thank you for your hard work in today's exam. Now let's get the results underway. We will pull up a screen with the names of the people who will get their licenses. The names will be in alphabetical order and if you don't see your name then you failed.

Their names appeared in alphabetical order on everyone who passed. Looking through them, they were shocked. Hitomi nearly wanting to jump over the person in front of her if it would help her find her name faster.

Hitomi: (thoughts) Ka...! Ka!!

Her eyes caught sight of Kaminari's name, and right below it...

Kanetsukabe.

Hitomi: (thoughts, smile) 

Arcturus: (thoughts) I passed!

Izuku: (thoughts) I passed! I did it, All Might!

Wanda: I got passed.

Shuri: Me, too.

Robbie: No way, I actually passed?

Mineta: I did it! Just call me a hero!

Kyoka: I did it.

Iida: There I am.

Shoji: All right.

Ochaco: I'm on the board!

Sero: Thank goodness.

Tokoyami: (smirks in approval)

Ojiro: What a relief.

Aoyama: Magnifique!

Sato: Heck yeah, I did it!

Mina: Yeah. Koda: (smiles)

Momo: Another small step toward begin a pro.

Tsuyu: Ribbit. 

Toru: I passed! I passed!

Kaminari: Killed it!

Kirishima: Right on! But, uh...

He looks over and sees Katsuki having to restrain himself so hard as he was furious.

Katsuki: No! (thoughts) I didn't pass. But worst yet, I lost to Deku, Witch Girl, and Lightning Prick again! Damnit!

Most of UA passed, except for Todoroki and Bakugo. With Todoroki, it was due to his response against Inasa as they wasted more time fighting each other than the enemy. And for Katsuki— Well, he still needs better work on his temper and social skills. But those three aren't the only ones who failed.

Yoshiho: 

Yoshiho supposed her failing to get her provisional license was the consequence for her awful behavior. It was a mistake she could learn from.

Inasa: Todoroki!

Looking over, they see Inasa walking up to him. And then, he slams his head in a deep bow.

Inasa: I'm sorry. It's my fault that you didn't pass the licensing exam. My focus was too narrow minded. Forgive me!

Todoroki: You're fine. I was the one who got us off to a bad start.

Inasa: But still— 

Todoroki: And thanks to the things you said to me, I have a lot to think about.

The others were still surprised by Todoroki failing.

Mina: Holy crap. Did he really fail?

Hitomi: No way...

Sero: How could our top two classmates fail?

Kaminari: (smirks to Katsuki) Shoulda been more careful what you said. Words are important, you know.

Katsuki: (glares, scaring Kaminari) Shut your mouth before I murder you.

Mineta: (spotlight appears above him) Those entitled people at the top think so highly of themselves, don't they? Their own egos are their worst enemies. Looks like our class hierarchy is collapsing!

Iida grabs Mineta by the face and pulls him aside. The others still look at Todoroki with sympathy. The judge then has people hand out papers for them to look over as each contains a list of what went wrong and how to improve. 

They even saw if their points were bellow 50, they'd have failed the test. Some barely scraped by while others did pretty well.

Arcturus: Wow, I actually got a 95.Not bad.

Shuri: Same. How about you guys?

Wanda: 84 for me.

Robbie: 71, along with a side note that says I'd make it in the list for heroes who look like villains. 

Arcturus: Sad but true.

Hitomi: I got 82. That's a pretty good score! Better than I would've expected.

???: Kanetsukabe.

Hitomi recognized the voice, her head swiveling abruptly to find Yoshiho Koatsu standing before her. Behind the girl, Hitomi noticed a small number of students here and there whispering to each other as they stared directly at the auburn-haired girl. Some of her own classmates had even fallen silent, anticipating what Yoshiho had to say.

Hitomi started to feel herself panic, worried over what Yoshiho was going to say to her this time. Before that panic could worsen, Yoshiho bent forward, in a bow.

Yoshiho: 

Hitomi: Huh?!

Behind her she heard Kaminari and Sero make noises of disbelief. Some more of her classmates had turned away from their exam results, turning their attention to the exchange between the two girls.

Yoshiho rose from her bow, holding on to her hat as she avoided making direct eye contact with Hitomi.

Yoshiho: I... had a lot of time to think about my actions during the exam. And I realized all those things I said to you were uncalled for. They were coming from a place of anger that I ended up directing all towards you, but... I suppose that's no excuse for what I said. I shouldn't have said all those hurtful things to you, and...

Yoshiho let go of her hat, her face adorning a shameful look. 

Yoshiho: I'm sorry for all that. The things I said to you were the exact kind of words I'd never want to hear directed at me, and... you didn't deserve that.

Hitomi was simply shocked, staring at Yoshiho in disbelief.

Hitomi: What's with the sudden change in attitude?!

Yoshiho's eyes widened, and Hitomi slapped a hand over her mouth realizing she'd said that out loud.

Hitomi: Oh my god, I'm so sorry. It's just, it was obvious you really hated me, so your apology kind of threw me off...

Her cheeks turned red, inwardly cursing to herself that she didn't just accept the damn apology. If she was going to embarrass herself, might as well go all out, huh?!

Yoshiho didn't look bothered though, only glancing at her own exam printout.

Yoshiho: What you said to me before you ran off... I had a lot of time to think about it, during the second half of the exam.

Hitomi: (thoughts) What I said? 

Yoshiho: I suppose I was trying to ignore my feelings this whole time, and I just needed to hear it vocalized. I ended up thinking about what you said the whole time, which is why I didn't pass...

Hitomi: What?!

The judge then says that they can now help fight villains and save lives, but that they're still students so they shouldn't do anything extremely dangerous. Furthermore, with All Might's retirement, criminals were gonna begin popping up and attacking, so they'll need the students at the top of their game. 

They're the hope of the future. As such, they're gonna have a three-month-long special course for the ones who didn't pass as their second chance of getting their licenses. They could also wait until April, but they just said fuck it and were fired up to do their second chance.

Izuku: Isn't this great, Todoroki?

Arcturus: You and Katsuki can still catch up to us.

Iida: We'll be rooting for you two.

Todoroki: Thank you. I'll work hard.

Hitomi looks at Yoshiho who walks away, making her worried about her. 

Arcturus: (narrator) And with that, the provisional licensing exam was completed. And my classmates and I were one step closer to becoming pro heroes!

Chapter 26 ended.

For the next chapter, I plan on having Hitomi and Yoshiho start their friendship together, even talking about how Yoshiho met Y/N.

Then I plan on having Hitomi tell the truth about Y/N to Class 1A while Arc, Izuku, Wanda, and Katsuki will began their "conversation". 

And another part of it was having Cynthia and All Might having a talk with Y/N which doesn't involve fighting.
