The scene takes place in Arc's mind, he finds himself back in the wasteland he was in when he awoke Order And Chaos. He looks around at the various weapons and saw they were of different types of guns, swords, axes, you name it.

Arcturus: Every weapon's different. I wonder if these are the ones the previous owners of this quirk used.

???: They're not.

Surprised by the voice, Arc turns around and sees Najenda. Her image was clearer now with having snow-white hair, an eyepatch over her right eye, a black suit and a mechanical right arm. She was a foot taller than Arc.

Najenda: They're from either the people I fought with, or the ones I had to kill. (smile) Hello, Arcturus. I wanted to speak with you at least once.

Arcturus: You're Najenda, the first owner of Order And Chaos.

Najenda: Yes.

Arcturus: So, what exactly is this place?

Najenda: In simple terms, it's a mental space where the eight past wielders of Order And Chaos meet. You see, in some cases, quirks can carry a part of the person's spirit as a vestige that lives on. Your brother, Y/N had the same experience when he tried to take One For All using All For One's quirk. Your friend, Izuku Midoriya, will soon be experiencing the same thing soon with One For All.

Arcturus: If there's past users, then— (eyes widen) I can see my dad again?!

Najenda: Not right now. First, you would need to unlock his quirk in order to speak with his vestige. Right now, your body is still adjusting as it just awoke my quirk along with another's. In fact, that very person would like to speak with you.

Suddenly, a gold light appeared and it fades a bit to show a tall man with long-slight spikes brown hair, blue eyes, a gray shirt with red straps, a left metal gauntlet and baggy tan pants.

???: So, you're the latest holder of Order And Chaos, huh?

Arcturus: Yes. Who are you?

Terra: My name is Terra, I was the fifth holder of this quirk. (creates gold chains from his hands) Appearance wise, it's self explanatory as it's called Chain Whips. They help fight opponents, swing from one place to another, contain enemies, and if you choose to, they can help serve as a conduit to Order And Chaos with destroying quirks. But, there's more to them.

The chains move out and Arc sees images of his family and friends.

Terra: The chains are physically representations of the bonds forged with all the people connected to your heart. Friends, family, lovers, any connection you create with your heart will create a chain whip. And the deeper the bond, the stronger the chain.

Arcturus: So, you're saying that these things are essential powered with the power of friendship?

Terra: That's one way of putting it. They're also tied to your emotions thanks to the stock pilling aspect of Order And Chaos, such as anger or determination. But emotions can also be our downfall and result in losing control, so when you're using these chains, as well as any of the previous users' quirks, you must have a clear mind and understanding of your power.

Arcturus: (nods) Got it.

He looks back to Najenda and asks something that was on his mind.

Arcturus: Is your goal really to destroy One For All and All For One? I understand the case with All For One, but what do you have to gain with One For All's destruction?

Najenda: (long pause) I acknowledge my little brother had wanted to create something for good. However, as long as him and All For One are still active, the world will never be in true balance. For now, I will accept One For All is your ally. But one day, you'll have to be the one to destroy it and All For One. Even if the current holders are your best friend and your brother.

Arcturus: (narrator) I wanted to try to convince her otherwise, but I knew it was pointless. Najenda wasn't exactly a hero or a villain, but a soldier. A war veteran who had witnessed death and destruction time and time again. In her eyes, those who use power for their own desires were a threat to the balance of society. Especially ones who seek to destroy the world and kill the innocents. Thankfully, she was smart to know All For One was the bigger threat and needed to be dealt with, so at the time, One For All would be safe. But even if it came down to it, how exactly would I have what it takes to destroy Izuku's quirk, and in a way, kill his dream along with Y/N's?

Speaking of Y/N, he was seen talking to Red Skull in the League of Villains current hideout with Shigaraki, Kurogiri, Toga, Dabi, Twice, Spinner, Mr. Compress, Sabertooth, and Magne. 

Kurogiri: Red Skull, what an unexpected surprise. 

Twice: Hold up, THE Red Skull?! Never heard of him! 

Red Skull: (to Y/N) I've heard much about you from afar. How you've killed and take powers from others, defeating some heroes, even youngsters around your age. 

Y/N: Here to flatter me? 

Red Skull: Hardly. I've come to offer an alliance between us. 

Y/N: An alliance? 

Red Skull: Like you, I too, saw the hero society corrupted by the law and government. I rebelled against them, only to be defeated by the Avengers. 

Dabi: Earth's mightiest heroes.

Toga: Oh, I've always wanted to taste their blood! 

Y/N: Skull, I appreciate the offer, but we're just fine without you or Hydra's help. 

Red Skull: With the heroes of Japan, yes. But not against the Avengers and the heroes from around the world. They are much more formidable than you can imagine. The heroes of Japan are often uncoordinated, rarely working together aside from their sidekicks, outside of emergencies. The heroes outside of Japan are not like Japan. They are far more coordinated, and quick to ally.

Shigaraki: So, we're just gonna destroy the heroes by ourselves with your help? 

Red Skull: Who said anything about defeating them ourselves? 

The members of the League were confused on what Skull meant. 

Red Skull: MODOK and his A.I.M. soldiers have already agreed to join forces. You and your League of Villains are the second, and soon, other villains will join us. 

Y/N: And what makes you think we will team up with you? 

Red Skull: Because together we can not only rid the world of heroes, but rule it and create a new order. One without corruption, government, laws, and your so-called fake heroes. You already have Japan quaking in fear, but why stop there? Why settle for a single country when you could have the entire world at your all-consuming hands?

Y/N: The entire world at my hands...

The members looked at each other while Y/N continued to stare at Skull before he lets out a chuckle. 

Y/N: You a reasonable man, Skull. (offers his hand) Very well, the League of Villains will accept your alliance. 

Red Skull: (smirk, accepts it) Excellent. I promise you will not be disappointed. 

(time-skip) 

Meanwhile, the scene changes to New York City as the sounds of a portal opens up on top of a building while the scene shows Y/N and Toga walking out of said portal. 

Y/N: (giving off a light smile and feels proud of himself) Knew that would work.

Toga: (looks around) Y/N... where are we?

Y/N: (turns around while smiling) We're in the biggest cities in the world, Toga....New York City.

It was nighttime in New York as Toga was looking at the view before looking at Y/N.

Toga: (cute smile) Oh my gosh! Oh my gosh! Oh my gosh! Oh my gosh! Did you bring me here to take me out on a date?!

Y/N looks at Toga while slightly blushing red.

Y/N: (blush) N-no no no no! That's not why I brought you here, Toga. And we can talk about that later. (calms down) I brought you here cause I need your help in getting new crew members to join us. 

Toga smiles and blushes red a bit at Y/N cause he said he needed her.

Toga: Of course Y/N.... Whatever you need, I'll help you no matter what.

Y/N: Thank you, Toga. 

Toga then puts her arms around his neck behind him while giving off a seductive like smile and talks in a seductive tone.

Toga: Though.... I do want to have and enjoy a date with you when we're done~.

Y/N then turns around and looks at her while giving off a light smile.

Y/N: Got it. 

The scene then changes to a place called Ravencroft while showing a blue figure stuck on a metal grid plate while a bunch of scientists are around him.

Scientist 1: How is the prisoner going?

Scientist 2: His power is sustained. All we need is to find a way to steal his powers.

Scientist 3: Steal his powers? It's highly dangerous. We need to find a way to suppress it.

Scientist 4: And how exactly-

He was cut off when blue electricity was surging around the blue skinned man. 

Scientist 1: (Cocky Tone)Well well trying to break out freak

Scientist 2: Give it up, you're not gonna break out here. And you're only a test subject for us to use your power on.

???: (calm mad tone) You're gonna regret calling me that. And you better hope I don't break out of here, cause when I do, I'll fry you from the inside out and you'll all know who you're dealing with.

Scientist 3: And who are you?

???: Don't you know? 

I'm Electro.

(To be honest, I didn't know which Electro to choose either Ultimate Spider-Man or Amazing Spider-Man 2 at that time) 

(time-skip)

The scene shows Toga in disguise and turning off the security alarms while sneaking into the cell Electro is in. 

Toga: Psst, blue guy!

Electro looks down and sees Toga. 

Toga: My boyfriend and I are going to get you out of here, but we don't have much time. 

Electro: Who are you? 

Toga's disguise wears off showing mud sliding off her body and reveals her true form with her standard clothes. 

Toga: I'm Himeko Toga and I work with The League Of Villains from Japan. I'm here with my boyfriend to make you a deal. 

Electro: I should kill you both. 

Y/N pops in with warping and enters the cell while Toga puts her arms around his neck behind him. 

Y/N: C'mon, think bigger Electro. You and I know both know how corrupted people are. Yhey think they can mistreat others and use whatever means to get what they want by using others. Surely you know where I'm coming from with this. So why don't you join us and help us take down this corrupted world that false heroes made. We'll make sure that no one would go through what we went through. So, what do you say? 

Electro: Why should I trust you both?

Y/N: Because we need people like you.

Electro: You need me?

Toga: Of course we do blue guy. 

Y/N: Besides, you have someone you been wanting to meet, right? 

Electro: (pause for a moment) Alright, I'll join you.

Y/N uses his Metal Manipulation to break Electro out and was about to warp away before Electro stops him.

Electro: Hold on for a minute. There's one more person who might be interested in joining your little group.

Y/N: Alright, I don't mind you showing us who this person is. But first (sees a bunch of guards preparing to fight Y/N, Electro and Toga) we have deal with these bugs, right? 

Electro: Right as rain.

Toga prepares to fight while holding her knife.

Y/N: Let's go!

All three Villians charge and run towards the guards. The scene then changes to a man sitting in a cell before turning his head and seeing Y/N, Toga and Electro outside of his cell. 

???: Never thought you'd be out of your cell, Electro. (looks at Y/N and Toga) And it seems you had a little help from the looks of it. 

Y/N: Yes, he did. And I'm here to offer you a deal.

???:I'm listening

Y/N: But first things first. I wanna know your name.

???: It's Adrian Toomes. But you can call me.... 

The Vulture. 

(same with Electro, I didn't know version of Vulture to pick either Home Coming or Spider-Man 2017) 

(with Arcturus) 

The Class A students were on the bus and heading to the destination of the test.

Arcturus: (narrator) Before we even knew it, the day of the exam was here.

The bus pulls up and everyone gets out.

Kyoka: Ugh... I'm getting kind of nervous.

Mineta: I wonder what they're gonna make us do. Ugh. What if I can't get my license?

Aizawa: Mineta. Don't ask if you can. Say you will.

Mineta: Right. Sure. I've so got this!

Aizawa: (to the class) If you can pass this test and get your provisional licenses, then you novice eggs will hatch into chicks. You'll be semi-pros. I expect your best.

Kaminari: All right. I can't wait to be a heroic chicken.

Kirishima: Let's call out the usual, you guys. On my mark. Go plus...

??? and Kirishima: Ultra!

That was unexpected as they look over and see a student nearby had walked over joined them in saying plus ultra.

???: You know, it's pretty rude to barge into other people's huddles like that, Inasa.

Inasa: What? Pardon me. I am so... very... extremely... sorry!

The student, now known as Inasa, does one of the most dramatic bows ever and slams his head into the ground. Hitomi yelped, his over-the-top nature kind of freaking her out.

Arcturus: Dude, are you okay?

Shuri: Talk about a bit overkill.

Kaminari: Who is this guy? I do not trust his enthusiasm.

Aizawa: (thoughts, recognizes him) It's him.

Kyoka: Hey, look at their uniforms.

Hitomi: What about it? 

Sero: They're from that famous school on the other side of Japan.

Katsuki: UA in the East. Shiketsu in the West.

Arcturus: Shiketsu High, the second most well known school in Japan for the hero course. Right next to UA.

Inasa: (stands back up) I wanted to say it just once. Plus Ultra! See, I really love UA High School. I am extremely honored to compete against such incredible students. I'm so looking forward to it! 

Blood began to leak out of his forehead, dripping down his face as Hitomi stared at him with concern.

Arcturus: Seriously, you should get that head checked

Hitomi: (thoughts) Well, he's certainly passionate, that's for sure...

He then heads off with his classmates and leaves. As they passed by, a girl with short auburn hair flashed Hitomi a glare so harsh it practically sent chills down the blunette's spine.

Hitomi: (thoughts) That look in her eyes... it reminds of... (remembers Y/N's glare) Y/N... 

Aizawa then says who he is.

Aizawa: Inasa Yoarashi.

Toru: Do you know that guy, Mr. Aizawa?

Aizawa: Indeed. He's strong. (students gasp) He's the same years as you all and received the top scores for students admitted through recommendations. But for some unknown reason, he turned down his acceptance to UA and went to Shiketsu.

Shuri: That's right, I remember seeing him being one of the top competitors during the test. 

Wanda: Hang on, if that guy said he loves UA so much, why'd he turn down his acceptance for it? 

Shuri: No idea. Just never saw him again until now.

Mina: What a weirdo.

Aizawa: Maybe, but he's the real deal. And he's not the only one. (looks at the auburn girl) Yoshiho Koatsu is also with them. You've probably heard of her from... her family's scandal. 

Izuku: Yoshiho Koatsu is a Shiketsu student...?

Aizawa: Keep an eye on them. 

The class talked amongst themselves about both Inasa and Yoshiho, and before Hitomi could ask about it, she heard the sound of footsteps nearing.

???: Eraser? I'd know that scowl anywhere!

The sudden voice makes Aizawa actually freeze and looks more annoyed than before. Looking over, they see a woman with green hair approaching them.

Ms. Joke: I saw you on TV and at the sports festival. But it's been a while since we were this close in person.

He doesn't say it out loud, but Aizawa actually annoyed and even a bit depressed at the woman.

Izuku: She looks familiar.

Arcturus: Does she?

Ms. Joke: (points to Aizawa) Let's get married.

Aizawa: No.

Mina gets excited by the love sight, and instead of being hurt, Ms. Joke starts laughing.

Ms. Joke: Haha! You're a real laugh-riot, buddy. (laughs)

Aizawa: As usual, you're impossible, Joke.

Izuku: (fanboy mode) Oh, that's Ms. Joke! The smile hero! Her quirk is Outburst! She forces people around her to laugh, which affects their ability to think and keeps the, from being able to move. Her fights against villains are always full of insanity!

Ms. Joke: (to Aizawa) Come on, imagine it! If I was your wife, you'd have the biggest future full of constant laughter.

Aizawa: That sounds like an actual nightmare.

Ms. Joke: (laughs)

Arcturus: Guess it doesn't work on everybody.

Tsuyu: It seems like you two are close.

Ms. Joke: Our agencies were near each other. The same with Nightfall. As young heroes striving to make a difference in the world, a mutual love bloomed.

Aizawa: No, it didn't.

Ms. Joke: I do miss your quick retorts. You're my favorite person to tease, future husband.

The man had to resist the urge to bring his hand to his face and tries to get on a more serious topic.

Hitomi: Joke, if you're here, that means...

Ms. Joke: That's right. (looks over her shoulder) Over here, everyone. This is UA.

From a bus nearby, her students were approaching the group.

Boy: Oh, whoa. It really is Class A!

Girl: Wow, that's so amazing. I've seen them on TV before.

Robbie: Are they your students?

Ms. Joke: Uh-huh. Second years from Ketsubutsu Academy. This is Class 2.

Shindo: (grabs Izuku's hand) Hey, I'm Shindo! Seems like UA's had a lotta trouble this year, musta been tough for you. 

Izuku: (confused) Uh, yeah.

Shindo: (shakes each of their hands) But even so, you're all still aiming to become pro heroes, despite those hardships. It's wonderful! Hearts full of fortitude. I believe that's what every hero in the world needs to have.

Izuku: (thought): He's too nice.

Kaminari: (thoughts) This charming pretty boy's gonna steal our girls.

Hitomi's eyebrow twitched, finding the way Shindo acted to seem awfully fake and disingenuous. Maybe it was just in her head. His gaze suddenly fell on her before his face broke into a bright smile, stepping towards her and grasping her hands as well. 

Shindo: And you're... Hitomi Kanetsukabe, right?

Hitomi: Huh?! Uh, yeah, I'm Hitomi Kanetsukabe...

Shindo: You were my favorite at the sports festival! The way you used your quirk, you were practically sparkling in the sunlight!

Hitomi: Eh?! I- Um, thank you...?

Shindo: And Maximoff and Bakugo. It must've been hard for you two, what with that whole kidnapping incident.

Katsuki: Huh?

Shindo: You both have especially strong wills, don't you? And you have an even greater will, Farron.

Arcturus: ...

Shindo: To run back and fight was inspiring and noble of you. (holds a hand out to shake) Today, I'm gonna do my best to learn from you. I really hope you don't mind.

Arcturus: Can you please stop your false kindness, you basic prick?

It was for a brief second, but Shindo's eyes were different, almost like they were saying that he was looking to take down Arc.

Kirishima: Dude, don't be rude!

Robbie: Yeah, that's Bakugo's job.

Shindo: That's fine. It just proves how strong his heart is.

Nakagame: Hey, Todoroki, Reyes! Can I have your autographs? You were both so cool at the sports festival.

Todoroki: Uhh...

Robbie: Don't mind him, he's not very good with socializing.

Aizawa: Hey. Get your costumes and head to orientation. There's no time to waste.

Students: Yes, sir!

Kyoka: It's weird. I always forget we're famous to other schools.

Kaminari: Oh, yeah, we're basically celebrities when it comes to hero course students. No pictures please.

Joke hears this and was actually a bit worried.

Ms. Joke: (to Aizawa) Wait, hold on. Did you not warn your kids, Eraser?

The man doesn't answer and just walks to the building.

(short-timeskip) 

After getting dressed, everyone was gathered in the main meeting room where they would be going over the rules. A head member from the Heroes Public Safety Commission steps up to the podium to go over the test (even thought the man is tired and falling asleep half the time). So, the basic idea of this test is 1,540 examinees will compete in a free-for-all exercise to get qualified for the test. And the reason they're moving more on this year's test is since All Might's retirement and Stain's arrest, many people were expressing doubts about the status of heroes in society. Specifically on if people are true heroes or not.

In this test, they're going to test all 1,540 students in whether or not they're qualified to join the hero ranks, and only 100 will pass today. This makes a couple people on edge as that's less than 10% of the group here. The announcer, however, says the world's crappy and doesn't give two shits about it.

Now, for the first test, the basic rules are each examinee will put on three targets on their body in an exposed area, and the other students will need to hit the targets with balls to score points. The targets will light up blue to indicate you've scored a hit, and if all are blue after hitting three targets, you pass the first portion of the test. 

However, when your target gets hit, it'll light red, and if all of your targets are red, you fail the first round.

As workers began to carry the boxes to give each person their targets and balls, the room cracks open and they look out to see they're in the middle of a huge arena where they see different terrains for battle areas, similar to the USJ.

Izuku: (thoughts) This is so unnecessary.

Arcturus: (thoughts) How the hell do they get the cash to build this stuff?

They then go off to get their targets set and stand by for the test to start. Up in the bleachers, Aizawa and Joke were taking to each other.

Ms. Joke: (covers her mouth) Eraser, your fly is down!

Aizawa: (thoughts, annoyed) Why is it that I can't find a moment of peace and quiet in my life?

Ms. Joke: I can't believe you still have 25 students! It's unusual for you not to have expelled someone. You must actually like your class this time.

Aizawa: Not really.

Ms. Joke: (laughs) Don't be embarrassed. That's so like you! Please date me.

Aizawa: Shut up.

Ms. Joke: (laughs, serious) But really. You know what's about to happen down there. And yet, you didn't mention a thing to your class.

Down in the arena, the test was starting and everyone was grouped up together.

Arcturus: You guys ready for this?

Class A: Ready!

Izuku: Everyone, stay close together, we'll fight them as a group.

Ochaco: (nods yes) Hm.

Iida: Got it.

Katsuki: Yeah right. This isn't a field trip. (exits)

Kirishima: Idiot. Wait up! (follows Katsuki)

Izuku: Kacchan!

Iida: Kirishima!

Todoroki: I'm going on my own, too. It's hard for me to use my powers safely when a big group's around. (exits)

Izuku: Todoroki!

Arcturus: Let them go, bud. They can take care of themselves. Let's move out!

They head off to the main area.

Izuku: I still don't think they should go on their own.

Mineta: How come?

Izuku: Think about it. Everyone already knows what powers we have.

Ochaco: They did research?

Arcturus: Not exactly. More like we showed them off already.

Iida: I see. The sports festival!

Wanda: Exactly. UA's the only school that does the competition live, which means they know our strengths and weaknesses in our quirks.

Arcturus: Right. And since this is a competition, they'll likely start going after quirks they already know.

Mina: Does that mean? 

Kyoka: Don't tell me...

They get to the area and the bell goes off, signaling to start the test. And immediately, every student goes right towards the UA students.

Izuku: I knew it!

Shindo: I saw you on TV. That power of yours also destroys your body. Well, I can't say I'm above taking advantage of that!

Everyone throws balls at them and Izuku and Arc jump up and both did a double kick that sent all the balls away and right back at the other examinees.

Aizawa: (to Joke) So you think we'll be taken out? I don't really see a reason why I should've warned them. I doubt anything would've changed if I had. They're still going to have to overcome this either way.

Tokoyami: Dark Shadow!

Dark Shadow: (appears) Got it!

Ghost Rider: (ignites) Burn!

With their quirks, UA avoids all the incoming balls and knocks them away. This actually intrigues some students like Shindo as he wasn't expecting it.

Aizawa: Real heroes could turn this situation around. Besides, if they become pros, they'll face villains who already know their quirks. Perhaps at UA, we look a little further ahead than other schools.

Ms. Joke doesn't respond but understands what he meant. With the students, they all stand ready.

Arcturus: If you guys think we're going down easily, think again! Let's do this, UA!

Class A: Yeah!

And just like that, the test begins.

Now Class 1A have begun their test while Y/N formed an alliance with Red Skull as well as gaining new allies to join the League of Villains.
