The scene begins with Arc running around and practicing various maneuvers and strikes. Since he was working on his quirk to practice new moves, he decided to check back in the book Shadow gave him and found one move that really stood out for him.

Arcturus: (thoughts) Okay. Build up enough speed, focus on the attack, wait for the right moment...

He then starts running around a dummy and after a few laps, in slow motion, he pulls his right arm back, pivots on his feet, twists his torso around, and manages to throw his lightning directly towards the dummy, striking it dead on.

Arcturus: Yes! It worked perfectly! With that new move, I can turn my lightning into a projectile and take down the opponent. In terms of names, I think I'll call it THUNDER SPEAR!

The others saw and were impressed.

Ectoplasm: Impressive. Now that you have the base of it down, work on making smaller circles with more speed.

Arcturus: Right.

Before he could practice it, though, Class B arrived and would be switching out the rooms. Monoma was once again being his deranged self in making fun of them and was once again where he was met with Laura punching him in the head and knocking him unconscious.

Once that's done, the teachers explained that there would be two tests held this year: one in June and one in September. The classes applied to different spots and wouldn't be in the same location. Further, the tests are held in three different places as they don't want students from the same place fighting.

Robbie: So, we're basically taking on different schools with only a 50% chance of most of us passing.

Izuku: Yeah, and on top of that, we're taking the test earlier than most other students.

Aizawa: That's true. Very few first years in the country try for a provisional license. In other words, the test will be made up of students who've trained longer than you, and with quirks you don't know about. Ones that are powerful. The actual content of the exam is a mystery, but you can expect that you're going to have a rough time. Try not to get hung up about that, but keep it in mind. 

Students: Yes, sir!

As Class A moved out, Wanda was called out by the four who helped Arc at the camp.

Annie: Hey, Maximoff!

Wanda: Huh? (looks at them) Oh, you're the ones who were with Arc, right?

Kurt: Yeah. I'm Kurt.

Kaldur'ahm: Kaldur'ahm, but you may call me Kaldur.

Annie: My name's Annie.

Laura: Laura.

Kurt: Sorry we couldn't help you better at the camp, but we're glad you made it back safely.

Wanda: Thanks. And thanks for helping Arc. He's a determined idiot half the time, so it's hard to stop him when he wants to help.

Arcturus: (comes by) What about you four? You okay?

Kaldur'ahm: Yes. And thankfully, our class is recovering well from the gas, thanks to Kendo and Tetsutetsu.

Arcturus: Cool. Well, we'll let you guys go. Take care.

He turns around and already found Wanda walking away from him.

Arcturus: Wanda?

Laura: Your sis got issues or something? 'Cause she didn't look happy with you nearby.

Arcturus: I dunno. I'll talk with her.

He then runs out to catch up with her.

Arcturus: Wanda, hey. Is everything alright?

Wanda: I'm fine.

Arcturus: Look if you wanna talk—

Wanda: (turns to him, eyes flash red) I said I'm fine!

The action surprised Arc and he holds his hands up.

Arcturus: O-okay. Just... checking on you. You know, if there is something wrong, you can talk with me. I'm your brother, remember?

Wanda just looks at him for a moment and then turns away. Arc knew something wasn't right, but didn't know how to talk with her.

(elseware) 

It was nighttime as a police truck envoy was on its way delivering a prisoner to Tartarus. 

Police 1: Remind me why delivering a prisoner to Tartarus? 

Police 2: Because it's the hardest and toughest prison there is. 

Police 1: If I was in charge I would let SHIELD kept that villain up on their flying ship. 

Police 2: We have our orders. If this prison can contain even All For One, it should be the best place. 

Police 1: (shrugs) If you say so. (shivers) Man, this is getting cold at nighttime, and dark. 

Police 2: (cocks a brow) Afraid of the dark? What are you, a child? 

Police 1: (scoffs) I'm not afraid of that, that's silly. I'm afraid of what would come out in the dark. 

Police 2: Right... 

Police 1: What's up with you? 

Police 2: It's that Legion villain. Ever since he showed up, things are starting to get uneasy around here. Especially with the hero society since All Might has retired.  

Police 1: Yeah. Freeing the Hero Killer, killing heroes and villains, and I even heard he's doing some crazy experiments on the Nomu. 

Police 2: Nomu?! As if All For One was bad en— 

Suddenly, from the front of the police truck that they along with the prisoner were riding on, a beast like creature comes dashing towards the truck as it smashes it into the air.

The police truck crashes down on the ground as the two police were crawling out from the broken window. 

Police 1: Gah, what was that? 

Police 2: Call for backup! We need- 

He was cut off when he was stabbed through the neck by a red crystallized thread. The first policeman was about to call, but he gets stomped by a Nomu. 

Once the police have been taken care of, Y/N appeared through Warping along with Shin, Beros and Leviathan. He was then joined by three other people. 

The first being the one who trashed the truck was an animalistic-looking man with traits of different animals. While he retains a humanoid figure, he has blue fur, a wolf-like head, hands, and feet resembling an eagle's talons, and a long reptilian tail. He wears a brown trench coat over a blue dress shirt and jeans fastened with a belt and often has a cigar in his mouth. He styles his dark hair into dreadlocks. 

The second is a young woman with fair skin, blue eyes that slope inwards, and noticeably full, glossy lips. She also possesses straight, shiny red hair with chin-length bangs that partially obscure her right eye, the back part reaching down to her thighs while two front strands appear long enough to reach past her feet. She wears it tied together at the ends down her back, the two longer strands left to fall to her knees before looping back up behind her.

She wears a pale purple blouse with frilled cuffs; the collar upturned, and a pearl string necklace of a similar color. Over this is a short, navy blue dress with a collar so low it dips down to her waist and a thick brown belt that's fastened in 3 places around her waist. She also wears dark red gloves and frilled, thigh-high socks of a purple color, a pair of black boots with knee-high protrusions worn over the top, and two bands of red binding them to her calves around the back. Along with this, she sports a black choker with a small red circle in the center and a black domino mask over her eyes.

And the third is a tall, lanky man with pale orange eyes that are baggy and slant forward and straight gray hair. He's most distinguishing feature is his numerous burgundy-colored bandages, which wrap around every part of his body except his hands and eyes. Over his bandages, he wears a dark gray combat vest, light gray skin-tight pants with beige knee guards, and a set of black fingerless gloves. He also wears grey dress shoes with dark detailing and a brown garter belt holding numerous pouches held up by a belt. He also carries a small sword on his left shoulder. 

Chimera: The plan worked well, boss. 

Y/N: And you're sure the villain is in this truck? 

Mummy: She is. 

Slice: Looks like you're going to meet her again. 

Y/N: (pause for a moment) Berserker, open it. 

The Nomu known as Berserker went to the back of the truck and tear the door apart with its brute strength. They then saw the prisoner who walking out of the truck while holding her head. 

Prisoner: Ugh... who are you... 

Y/N: So, it really is you... Lady Nagant. 

Lady Nagant: (shocked) Y/N...? 

Y/N: (smile) Hi. 

Lady Nagant: Look at you, you've grown since the last time I saw you. (smile) You were a cute little boy. 

Y/N: As much as I love to have a reunion with you, we need to leave. 

He carries Lady Nagant in a bride style which made her blush as he and his team escaped with her before the police could arrive. 

Y/N: (narrator) If you want to know how I know her, well, I don't mind but it won't be so... unpleasant. 

Kaina Tsutsumi A.K.A. Lady Nagant. Out of all the heroes, she has always been my favourite since I was a kid. Her quirk, Rifle, allows her to extend a rifle from her right elbow. She loads her hair which she can modify to bullets into her rifle through a hole in her palm. Her firing range is 3 kilometers. I remembered when I first got her autograph, it took some serious courage. 

(flashback) 

Years ago when she was a pro hero, Lady Nagant had finished capturing a villain. She was about to move out when she saw a young Y/N approaching her very shyly. 

Young Y/N: (shy) Um... excuse me, Lady Nagant. 

Lady Nagant: Hey, kid. Do you need something? 

Young Y/N: (shy) Umm... my name is Y/N, and... I want just to ask... (holds out his book) can I have your autograph? 

Lady Nagant: (smile) Sure thing. 

She took his book and signs on it before she hands it back to him. 

Young Y/N: (excited) Wow, I finally got it! Thank you so much! 

Lady Nagant: No problem. I have to get going now. 

Young Y/N: Wait! Before you go, there's one more thing I want to ask. 

Lady Nagant: What is it? 

Young Y/N: Well... (takes a deep breath) My siblings and I wanted to become heroes like our mum and dad. Well, half-mom to be exact since I was born from a different mother. Unlike Arc and Wanda, I'm born quirkless and because of that I get treaded and bullied badly. But despite that, I still haven't given up my dream. So, what I'm asking is.... do you think I can become a hero even without a quirk? 

Lady Nagant: ....... Y/N, was it? 

Young Y/N: Yeah. 

Lady Nagant: Growing up, I had a lot of challenges before I became a pro hero. I thought being a hero means you have to have a quirk, or have a license or permission to fight villains, but then I learned something that no hero hasn't before. Being a hero means you have the power to change and do the right thing, then you should use your powers to help people regardless of the consequences or what anyone says. Because with great power comes great responsibility. Seeing how brave you are of talking to be about it, I will say this. Y/N: 

You, too, can become a hero. 

Y/N was shocked and awe at her words before he smiled at her. 

Y/N: (narrator) Those words I heard from my hero are what inspired me to move forward. You can say it's like how All Might told Izuku that he can become a hero despite being quirkless.

(flashback ended) 

Y/N: (narrator) However, I sadly learned that she has been arrested and accused of murder which shocked and confused me. I couldn't accept it, so I decided to figure out what happened to her myself. 

(flashback) 

Y/N: (narrator) Ten months ago, during my training to properly control All For One, I went to one of my father's old hideouts he used as a base of operations. 

Y/N was seen inside an abandoned warehouse as he began looking through notes. 

Y/N: (narrator) I learned that not only Arc's mom Lighting was a partner to All Might, but our dad was a partner of Lady Nagant. While Lightning and All Might are more of flashy heroes, Richard and Nagant tend to stick in the shadows. And it was at that moment, what truly happened to her. 

He found a file of Lady Nagant and starts reading the people. But as he did, his eyes widen in shock and horror. 

Y/N: (shocked) No... it can't be... (starts crying) 

Damn it... why...? Why did they forced her to do this...? 

Y/N: (narrator) The truth of what Lady Nagant did. She was responsible for murder, but she didn't do it by choice. She was forced to do it. 

Kaina was led down a dark path by her superiors, having been trained to kill villains and corrupt heroes, sometimes unjustly, who were threatening to disrupt the order in society. She assassinated criminals who the Hero Public Safety Commission wanted to have "disappear" rather than be handled by the proper legal process. Kaina's repeated killings made her disillusioned, and she soon fell into a depressive state upon realizing that the Hero Commission maintains a fragile and hollow peace at the expense of others while hypocritically justifying that their actions are for the good of everyone. Lady Nagant eventually reached her breaking point, realizing that the youth of society wholly admire heroes and wish to become them while not being aware of the bloodshed behind the scenes. She was in a state of horror, not wanting to pass said bloodshed on to them. Upon implying that she wished to leave her post, and receiving a veiled threat to her life in response, Kaina finally snapped and killed her superior. 

(flashback ended) 

Y/N: (narrator) People aren't always perfect, I know. But when it comes to corruption or forcing someone to do something they shouldn't, it crosses the line. The heroes buried the secret of Lady Nagant. The cover up is always worse than the crime.

Y/N was seen in his room with Lady Nagant, Shin, and Berserker. 

Lady Nagant: So, you've decided to live a life of evil, are you? 

Y/N: The same could be said of you. 

Lady Nagant: (chuckles) I guess you're right. So, what made you become like this? 

Y/N began telling her what happened to him. How he was cheated by a girl he had feelings for a boy who abused and bullied him, how his mom was in a coma by his step-dad, how he met All For One and became his successor to his quirk, even how killed some people, including his step-dad while taking their quirks. 

Lady Nagant was shocked by what he has been through as she pulled to a hug while placing his head on her breasts. 

Lady Nagant: (starts teary) I'm sorry Y/N. You must've been through so much pain and agony. But don't worry, I'm here for you now. And I promise I'll make sure you'll never be hurt psychically and mentally again. 

Y/N was feeling the wrath of her hug, just like what All Might's teacher gave him in the vestige world. He hugs back his favourite hero, but the moment was interrupted when someone knocked on his door. 

Y/N: (sighs) For god sake, Shigaraki! What do you want now?! 

But when the door opened, Y/N widen his eyes in surprise as it wasn't Shigaraki, but a man in a military outfit with his face resemblance of a skull while colored red.

Red Skull: Apologizes, am I interrupting something?  

Y/N: (surprised) Red Skull? But... you were dead. 

Red Skull: That's what most people thought of me. And you must be Y/N L/N, better known as Legion. The successor of All For One. 

Lady Nagant: The leader of Hydra... 

Shin and Berserker growled at Skull, ready to tear him apart before Y/N raised his hand which calmed them down. 

Y/N: Why are you here? 

Red Skull: (smirk) I come here with something that would be, beneficial for the both of us. 

Chapter 22 ended.

Y/N has freed Lady Nagant and met the Red Skull. He plans to form an alliance between Aim, Hydra, and the League of Villains as well as gather more villains from across the world. 

Meanwhile, Arc, Wanda, Hitomi, and the rest of Class A will compete for the pro hero license exam. 

I hope like the character heroes of Class B as well. With Annie, this isn't the same one from The Boys. None of that will make appearances here, she'll be the only reference. Besides, Ringmaster's been busy in hosting random battles where their characters like Homelander get killed in various and random ways.
