Shocker Commander: He was enemy to Kamen Rider Decade & S.H.F, he make a portal gates to go another world filled with heroes & villain. However he work with League Of Dark Rider and League Of Villain to rule the world.

Dark Decade: He was leader of League Of Dark Rider and arch-enemy to Kamen Rider Decade. He was dark version of Decade and his identity is unknown. However he work with Neo Shocker to help Shocker rule the world.

General Zod: He was arch-enemy to Superman and he work with League Of Dark Rider, he escape from prison after he release by Dark Decade. He decide to destroy Decade & Superman.

Herrscher Of Sentience: She was Herrscher side of Fu Hua, after she control Fu Hua and see everyone as weakling or loser. She was powerful Herrscher that no one can defeat her. Until she work with Dark Decade to kill Decade.

Darth Maul: He was rival to Decade, after he kill by Obi-Wan and he was revive by Dark Decade, he work alone and interest & respect to Tsubasa Kudo. Darth Maul see Tsubasa as true Sith Lord and he want Decade become Destroyer Of World.

Tomura Shiragaki: He was enemy to Heroes & U.A Academy and arch-enemy to Izuku Midoriya. Tomura hate heroes because his past and he will every heroes for revenge. However he work with Neo Shocker for their new weapon.

Darkseid: He was destroyer of world who want to destroy the planet, he send Parademon to kill heroes in their world, work with Shocker Commander and kill Heroes & Villain. He was the one who send Parademon attack Kamen Rider world.

Doomsday: Doomsday was brother of Hugh Stein when he was experiment subject for Project Doom, he become Doomsday and kill everyone except Hugh, the reason why Hugh become immortal and Doomsday was work with Shocker Commander.

Cicada/Orlin Dagger: Orlin Dagger have good relationship with his young sister called Grace, he and his young sister celebrate their university. Until Grace as hostage for villain and heroes trying to save her but villain kill her and making Orlin to be hatred against heroes for not save his young sister. He become Cicada.

A-Squad: They were Ranger from S.H.F but they were work for Shocker Commander, they decide to betray S.H.F and kidnap Hugh Stein for their plan.

Steppenwolf: He was general work for Darkseid, he send by Darkseid to work with Overhaul and kidnap Eri for their plan. He sent to kill Decade and he was powerful villain that heroes can't defeat him.
