Okay, I may have forgotten to mention this but Eye Tom is kind of an interdimensional being. Which, if you break it down, is kinda like Bill Cipher except not a demon. He has magic, and change his form and go where ever he wants with just a snap of his fingers. He also doesn't take No for an answer.
