Powers
Super-Powered Tattoos: The ability to manfiest powers from body art, whether it is a permanent tattoo, temporary or a pen art designed on her skin. The design of the tattoo will come to life and she would be able to manipulate it. A permanent tattoo is no longer on her body after using her papers, making her skin pitch clean.

She is very flexible due to her childhood, skilled on a crossbow including the traditional way (bow and arrow), was trained by a military mother (combat, stealth, speed)

Weakness
If overusing her powers she can internally bleed out, her tattooed require ink to work and if it's a big art it's instinct is to get more liquid to act as ink which would be the blood within her. Wherever the tattoo is placed, that's where the bleeding would be. She would also be within 10 feet's of her tattoo once it's out and physically standing before her, if not, it will get out of control. Only way to get rid of the tattooed that are physically out, you must dry it up completely as it is moist and wet. Or have Rita turn it off but usually never works. The inks hate fire for an unknown reason.

Backstory
Rita's mother, Bea Rebels, was in the army at age 18, working proudly beside her country and was an agent to S.H.I.E.L.D. in the year 1998, only being 20 years old, she gave birth to Rita Rebels. Though, she often went to missions, she left her daughter to be taken care of by Dale, the father. Bea was inspired by her own father to join the army because he fought beside Captain America, Steve Rogers. What Bea didn't know was that her father was accidentally engaged with Hydra's experiments and was exposed to chemicals that led him to be blind, hence retiring but his wife (Ani) gave birth two years after. While he was worried the chemicals within him would get to his daughter, it had actually skipped her and to her own child, Rita. He died only when Rita was 2.

Now, Rita was trained by her mother, who was still unaware about the situation. Her mother made sure Rita was in good shape, was academically succeeding, and was well protected. Unfortunately, Rita's father died when she was only 6, and didn't have any company when her mother went away for missions. Rita found out about her powers when she drew on her arm a stick figure she called friend. She tried to tell her mother but would be brushed off or called delusional, her mother would often tell her to get her heads out of the clouds and study.

At age 10, Rita was bo longer homeschooled and was now in public schooling. She joined many clubs and sports but she mostly enjoyed singing, it was her passion. She didn't know she could have such a voice and wanted to become someone her mother could adore. Rita worked hard to be the best singer but to also succeed in her academics. Soon, at age 18, graduating, her mother introduced her to S.H.I.E.L.D, where she met Natasha Romanoff, Clint Barton, and Nick Fury. As well as other avengers she seen in the news. She didn't want to upset her mother by not fighting beside the Avengers as an average agent but soon after S.H.I.E.L.D collapsed, her mother was murdered protecting a few files which was burnt by her and Rita couldn't find out why it was so important.

She still fought beside the Avengers, hiding with Clint and his family as she watched and only joined if needed. Though, during Civil War, she was with Barton and Rogers, supporting them. She had the same connection Nat had during Infinity War, losing so many friends after having nothing beside her but she decided to be a singer in YouTube and became a bit famous. During End Game, she fought beside Wakanda and was greatly injured. After recovering, she continues to sing but alot of people knew her as one of the heroes. She was upset she wasn't known for what she loved but it couldn't be helped.
