Cell Max is a Bio-Android and an improved variation of Cell created by the resurgent Red Ribbon Army to aid them in their goal of world domination. Cell Max was created by Dr. Hedo, based on the blueprints of the original cell, was fully complete aside from the mind control that would allow the red ribbon army to give him orders. However, Magenta was forced to activate him prematurely after they came into conflict with the Z-Fighters. As a result, Cell Max became nothing more than a rampaging monster who instinctively destroys everything in a sight.

Classification: Bio-Android

Powers and Abilities: Superhuman physical characteristics, large size (Type 0, eventually became Type 1), cyborgization (Normal), Danmaku, Ki manipulation (Can be used defensively and offensively, to strengthen his skin or  to fire ki blasts), explosion manipulation (As shown when using a ki blasts), flight (Using his insect-like wings), fire breath, bodily weaponry (Has a large bludgeon at the tip of his tail, which he uses to smack the heroes around), size manipulation (Can greatly increase his own size), limited self-destruction (Can continuously bloat to an absurd size until self-destructing in a suppermassive explosion. However, his detonation is only activated after his head is destroyed), dimensional travel, sound manipulation, space-time manipulation, portal creation (At this level of power he can create dimensional rifts and destroy space-time and pocket dimensions with his energy), gravity manipulation and absorption (Cell Max was manipulating gravity and he was absorbing ki energies when it was sent directly over him)

Attack Potency: Low Multiverse level (6 universes. Fought and overpowered the combined forces of Super Saiyan Gohan, Trunks, Goten, Potential Unleashed Piccolo, Android 18, Krillin, Gamma 1, and Gamma 2 after being released prematurely. Was later able to clash with and overwhelm Great Namekian Orange Piccolo. After scraping a win, Gohan says that even Goku and Vegeta would not be able to defeat Cell Max. The Bio-Android is so powerful and dangerous enough that Gohan decided to target his weak point with a fully charged special beam cannon to eliminate him. Cell Max. Speed: Massively FTL+ (At least 118.25 sextillion c, likely at least 6.0544 quattuordecillion c. Much faster than Ultimate Gohan and Orange Piccolo. Moved behind Super Saiyan Gohan and Piccolo so fast that they couldn't even perceive it and were unable to react in time)

Lifting Strength: At least Class T (Far superior to Base Goku, who endured pretty black hole gravitational pull)

Striking Strength: Low Multiverse level

Durability: Low Multiverse level (Almost seemed invulnerable to Gohan and Piccolo. Was able to take Gamma 2's self-destructive attack, despite severe damage dealt to his left arm and side in the process)

Stamina: Superhuman (Fought Gohan, Piccolo, Gamma 1, and Gamma 2 without any signs of tiring. Capable of fighting against and quickly overpowering Orange Piccolo despite his weak spot having been attacked multiple times, and losing his left arm after enduring Gamma 2's self-destruct)

Range: Several meters, up to tens of meters with size manipulation; Low Multiversal with ki blasts and attacks

Intelligence: Animalistic (Whereas Cell was highly intelligent and eloquent, Cell Max is nothing but a mindless berserker who instinctively destroys everything in its sight. Despite this, he appears to possess strong enough fighting knowledge to contend with wise fighters such as Piccolo)

Weakness: Unable to control his own power. In case Cell Max grew out of control, Dr. Hedo made sure to designate the top of his head as a weak point that would additionally trigger his self-destruction if damaged enough.
