Daphne: Freddy! There is a larger matter we could help those heroes with. They are obviously in love, but they don't know how to approach each other!

These words are in what I imagine Daphne's perspective would be. I personally would say they have fallen hard for each other. They have the potential to fall in love, but are not yet.

Scooby: Raggy's right!
