User can steal items from others

Pros:
-user can steal and dispose of weapons if need be
-user can destroy whatever they steal
-user can return items
-user can't steal anything alive
-user can make others be unable to move when stealing
-user can steal quirks with practice

Cons:
-user will find it harder for larger items
-user must stare at the target
-user can't physically get items unless they know what it is
-user will get dry eye with over use

Weakness: crowds
User will find it hard to track a target

Imagine having a kid with this. Good lord that would be a nightmare
