Basically the web is really big and has a set of AI governments, and the dark web has to make its own government. But it was medieval since it's hard to make complicated society, but it works!

Arthur, an absolute fool who doesn't know he is running the bad side of the web

Merlin, Arthur's advisor who replaced one who suggested "hey maybe we should take down the dark web it hurts people", and keeps Arthur ignorant.

Mardyr, was made by Arthur and is an infinitely better advisor than Merlin, but Merlin went Turbo and removed his code.
