I think Kyubey (also known as incubator) isn't good but it's not bad either. Just to clarify Kyubey is a boy cause when they talk about him they say "he" so yeah. It's kinda creepy too just saying.

I mean you can't blame him either. He just dosen't understand human emotions. It does what it has to do to complete it's ultimate goal collect energy. He doesn't really care if they do die either if they do he's ok with it. Also a lot of things about it's society comes up in the anime too. One of the things it said while I was watching i'm like ohhhh. Here's what he said.

"A female who isn't a woman is called a girl so girls who aren't witches should be called  magical girls "

I was like wtf and ohhh I get it. So Kyubey said something around those lines and I was like omg! The anime is twisted yet soo good.
