Oooh, this one is a hard one.
America would be a very upbeat and energetic dog...
Canada would be a shy, but cute puppy...
England would be a very nice dog then I guess.

Hmm... France would be the ladies' dog, haha!!

But in other words,
I wouldn't mind France being personified into a dog.
